    JOB SUMMARY Core Responsibilities Include:

    The Dean, School of Outreach & Workforce Development provides leadership, strategic direction, oversight, and management of community partnerships, select career and trades programming, Adult Basic Education, and customized and professional training. The Dean works collaboratively with internal partners and local and regional stakeholders to ensure the College’s non-credit programs meet the needs of students, business, and industry in the communities LCCC is designed to serve and impact.  The Dean is an accomplished leader with previous experience in workforce strategy and solutions, economic development, and a proven track record in building collaborative partnerships to ensure the responsiveness of the College to workforce needs.

    Essential Functions

    PRINCIPAL RESPONSIBILITIES AND RESULTS – this position is Exempt , or is not eligible for compensatory or overtime pay provisions of the FLSA.  This listing of essential duties is not all-inclusive but representative. Other duties may be assigned.

     

    The Dean is primarily responsible for all activities related to workforce education and non-credit industry training. The incumbent will provide direct leadership and direction for the College’s professional education programs and create employer relationships beneficial to the College and southeast Wyoming including productive associations with local, regional, and national organizations. The ideal candidate is motivated to join the Academic Leadership Team in delivering programming that is informed by workforce needs and supports economic growth and community enrichment in our service area.

    The following duties illustrate the general range of responsibilities attributed to this position but are not intended to define the limits of the Dean’s role. Other essential duties may be assigned consistent with the general scope of the position and contemporary need and opportunity.

     

    Program Development and OversightEnsures LCCC is meeting the educational needs of our students, regional employers, and community members in the delivery of comprehensive non-credit, open enrollment courses and programs in a variety of workforce development and avocational areas. This is accomplished by:

    • Establishing productive partnerships that bolster LCCC as an impactful provider of workforce development including enhanced non-credit, short-term training, as well as customized training opportunities that meet business and industry demands and support economic growth in the region.
    • Applying awareness of workforce development trends and innovative and entrepreneurial practices being implemented in industry to the development of new and promising programs; creating agile programming to assure responsiveness to changing economic and industry conditions and needs.
    • Developing, implementing, and regularly assessing non-credit and community enrichment programs for efficacy; identifying evidenced opportunities for expansion.
    • Conducting ongoing analysis of programming within areas of responsibility and modifying course offerings, scheduling, staffing, and/or locations when evidenced as necessary.
    • Promoting the School’s programs locally and regionally through campaigns in partnership with Marketing & Communication.

    School AdministrationOversees multiple functions in the School of Outreach & Workforce Development in alignment with the College mission of transformative learning. This is accomplished by:

    • Utilizing data to inform the strategic direction of the School. Aligning the design and implementation of School practices and planning with the College’s Strategic Plan.
    • Fostering effective communication and mutually beneficial relationships with internal stakeholders and external partners to sustain School operations as an integral part of LCCC.
    • Staffing an effective and productive work unit to include hiring, motivating, directing, developing, and formally evaluating the work of others.
    • Determining the roles and responsibilities of School personnel and assisting supervisory staff with the recruitment, hiring, supervision, and evaluation processes.
    • Ensuring departments are in full compliance with College policies and procedures, employers’ standards and certification requirements, and pertinent state and federal regulations as they pertain to reporting, documentation, outcomes, and assessments.

    Budget and Resource Management

    Ensures the sustainability of the School through budgetary oversight of all operations including those supported by general funds as well as those identified as auxiliary functions. This is accomplished by:

    • Developing, in accordance with the College’s budget development process, the annual School budget; managing the budget to ensure appropriate, accurate, and strategic utilization of the assigned fiscal resources.
    • Seeking opportunities for new programs, collaborations, partnerships, and grants through collaboration with other College service areas.
    • Leading the development and management of a portfolio of grants in support of School programming.

    CollaborationServes as LCCC’s primary navigator for workforce and business development concerns. The Dean is highly visible while cultivating, sustaining, and leveraging strategic relationships with internal and external stakeholders. Collaborative partnerships with all members of the Academic Leadership Team as well as other College departments result in activities that advance the mission and strategic goals of the College. This is accomplished by:

    • Building partnerships among peers, staff, administration, K-12 partners, and community members that shape programming in the School; engaging with advisories to ensure informed programming is developed and assessed for efficacy.
    • Brokering intentional pathways through workforce programming to credit-based degree opportunities for students to secure family sustaining wage career opportunities.
    • Supporting the development and implementation of annual course schedules while working in close collaboration with Academic Leadership peers to create schedules that are responsive to student and regional needs while maximizing access to College facilities and expertise.
    • Leading and contributing to Collegewide initiatives, committees, and activities.
    • Advocating effectively for the needs of the School while able to subordinate departmental and School interests to the broader institutional interests when appropriate.

    Other tasks may be assigned based on contemporary institutional need.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Knowledge of national, state, and local workforce development trends to include the ability to analyze them with consideration for economic growth and compression.
    • Skills and abilities to perform as a detail-oriented, organized, self-starter, and able to handle expeditiously, accurately, and confidentially the rapid receipt of communications from all sources—written, email, voice mail, and one-on-one—with attention to detail; knowledge of basic office equipment including personal computers and associated peripherals. Ability to support time-based requests; able to function effectively in a multi-tasking, fast-paced environment with deadlines, frequent interruptions, and some interpersonal pressure.
    • Advanced working knowledge and ability with computing applications, specifically Microsoft Office Suite as well as virtual meeting software, and database management and other productivity software.
    • Ability to provide leadership and oversight for strategic planning and policy development and conduct program analysis for the purpose of strengthening design and delivery.
    • Ability to establish appropriate professional rapport, communicating with courtesy and tact, accurately determine other’s needs, collecting necessary information, and follow-through when requested. Excellent oral, written, and interpersonal communication skills including the ability to make public presentations.
    • Ability to work in an environment of collaboration, cooperation, sensitivity and confidentiality in working with the public, students, colleagues, and staff in varied College and community settings.
    • Excellent customer service skills; ability to communicate clearly with a variety of people, in one-to-one and small group settings – either face-to-face, by telephone, or by other electronic means – ability to communicate in an informative manner, effectively listen, and be able to handle a variety of situations with confidence.
    • Ability to represent the College at appropriate meetings and planning sessions as they relate to the assigned area of responsibility.

    PHYSICAL/MENTAL DEMANDS

    • Employee must be able to maintain appropriate composure and necessary confidentiality with regard to both past and current employee, student, and donor data; documents; issues; etc., and respect privacy needs of employees, students, donors.
    • The ability to comply with highly inflexible deadlines; there will be multiple occurrences of sudden, urgent task completion required.
    • A variable work schedule may be required including long workdays, evenings, and weekends as needed.
    • Ability to communicate and interact professionally and diplomatically with employees and/or students, past employees and/or students, members of the general public.
    • Employee may be required to move around the assigned work areas as well as within hallways, meeting rooms, and other parts of the College facilities.
    • Prolonged instances of sitting, standing, and personal computer use, including viewing a computer monitor.
    • Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 35 pounds to perform essential position functions.
    • Specific vision abilities required by this position include close vision, distance vision, and ability to adjust focus.
    • The overall work environment requires the mental ability to shift focal point quickly due to interruptions; an employee must be able to mentally track multiple projects and tasking.
    • The noise level in the work environment is usually moderate; however, there may be unexpected instances of somewhat loud sounds.
    • Ability to travel when necessary, including travel to outreach sites, partner institutions, employer facilities, and overnight travel for conferences.

    Qualifications

    EDUCATION AND EXPERIENCE REQUIREMENTS

    Minimum Qualifications:   

    • Master’s degree from a regionally accredited college or university.
    • Five years of supervisory experience, including evaluation of personnel and experience developing and managing multiple large scale department and program budgets.
    • Five years of experience in business development, outreach and/or partnership development.
    • Five years of experience in coordinating and managing instructional courses, programs and/or events designed for the adult learner. Experience with curriculum development and assessment, scheduling, and management required.
    • Two years of experience working in areas related to the School of Outreach & Workforce Development.
    • Demonstrated ability to advance a project or assignment from inception to completion and lead a team.
    • Demonstrated successful experience in grant acquisition and management.
    • Valid driver’s license and the ability to be insured by the college’s insurance provider.

    Preferred Qualifications:   

    • Doctoral degree in a field related to the School of Outreach & Workforce Development, or in higher education or administration from a regionally accredited college or university.
    • Five years of administrative experience at the community/technical college level.
    • Demonstrated experience in developing and sustaining partnerships with external stakeholders working with and developing workforce education programs.
    • Leadership and supervisory experience in directing education, workforce training programs, or continuing education, or experience managing workforce development initiatives or employer-specific projects.
