    Some of your duties may include:
    • System Management: Serve as the primary technological contact and product owner for ESD’s WorkSource technology systems.
    • Technology Solutions: Conceptualize, architect, and implement technology solutions based on business needs.
    • Standards and Processes: Work within established standards and processes for IT disciplines overseen by the CIO.
    • Governance and Planning: Manage governance, planning for deliverables, resource management, and prioritization of system changes.
    • System Support: Ensure requirements gathering, design, development, testing, system support, and continuous improvement meet agency standards.
    • Staff Supervision: Write performance expectations, conduct evaluations, and mentor staff on the approach utilized for developing ESD systems.
    • Vendor Management: Manage vendor contract terms and conditions and ensure knowledge transfer from vendors to ITSD staff.
    • Application Portfolio Management: Monitor and maintain ESD applications within the WorkSource application portfolio.
    • Business Liaison: Ensure business process improvement opportunities are created and build consensus among diverse group of stakeholders.
    • Budget Management: Develop, propose, and negotiate budget requests for technology areas of responsibility.

    Bachelor's Degree in Information Technology or closely related field and (5) five years’ experience managing high value IT projects of increasing size and complexity.

    OR

    Associate’s Degree in Information Technology or closely related field and (7) seven years’ experience managing high value IT projects of increasing size and complexity.

    OR

    A combination of (9) nine years’ experience managing high value IT projects of increasing size and complexity.

    AND

    •    Five (5) years of experience developing methods and processes for managing IT projects, products, systems, and processes.
    •    Five (5) years of experience managing third-party vendors to effective delivery of required work products.
    •    Five (5) years leadership ability for overseeing or providing work direction to professional staff, including virtual teams.
    •    Five (5) years tracking and managing large budgets and spending plans.
    •    Five (5) years managing complex stakeholder relationships and developing credibility with executive management, stakeholders, and staff.


    *A Master's degree or above will substitute for one (1) year of required experience.


    Desirable/Preferred Education, Experience or Certifications:
    •    Five (5) years managing system development and implementation projects in a government environment.
    •    Five (5) years managing in the Washington State authorizing environment related to contract procurement and technology oversight.
    •    Five (5) years applying enterprise change management methods such as Prosci or Lean to organizational changes.


    Additional Requirement of Employment:
    •    This position has access to federal tax information and therefore, per RCW 41.04.821 and the IRS publication 1075, is required to have a criminal history record check through the Washington State Patrol and the Federal Bureau of Investigation.
    •    Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
    •    Must be able to travel.
