    This is a key position with our agency. With over 70% of the agency's total communications occurring online, this position makes decisions and supports work that provides widespread information and benefits to businesses, injured workers, stakeholders, and the general public. The branding, design, development, and maintenance of web products that are intuitive, up-to-date, and easy to use are crucial for customer interactions and transactions. 

    Duties (Some of what you’ll do):

    Management:
    • Supervise and manage daily operations for 11 Web Services staff, including one supervisory position that manages two journey-level staff. In addition, provide guidance to one matrixed position, working with diverse skill sets: user experience design, user interface, and application development, agency content management (including one bilingual position), content analysis, and usability management.
    • Manage user-centered design consultant and user interface developer contracts.
    • Outline and prioritize work plans in two-week sprints, prioritize work backlog and monitor requirements gathering, attend product demos, and provide feedback to staff at the end of each work sprint. 
    • Serve as a member of the Web and Communications Services division management team, brief assistant director and team members on key initiatives and issues, coordinate efforts, and work closely with division managers to solve complex agency communication challenges.

    Day-to-day web operations:
    • Triage day-to-day requests for changes to the L&I website, online applications, and the intranet.
    • Work with stakeholders and programs across the agency to inform decision-making and set work priorities based on need. Make assignments for staff to meet deadlines.
    • Manage budgets; follow processes to procure required hardware and software; develop long-range plans for web products and program staffing; initiate required studies and data gathering to measure customer satisfaction; serve as a member of the Web Governance Committee and provide guidance and expertise to that group. 
    • Facilitate communications between Web staff and programs for the purpose of requirements gathering; work with staff to translate requirements into actionable items using the agile methodology; use data and customer feedback to understand internal and external customer needs; and track measures that will define ongoing improvements to L&I’s Web products.

    E-Government/Digital Solutions strategy:
    • Meet with division and program staff across the agency and other external stakeholders to understand their needs for online services. Advise on proposed approaches and plan for the required efforts.
    • Assist and support the UI development team and solutions architect in strategy efforts, such as developing agency-wide user-interface standards with a reusable code base, recommending design and development process improvements, and establishing governance models and other processes that support L&I’s direction for online services. 
    • Gather, analyze, and manage ongoing trends including online adoption of new services, websites (internal and external), customer satisfaction, and unmet customer needs. Collaborate with appropriate teams to use data to inform new initiatives, change requests, and communication strategies.

    Qualifications:
    Required:
    • 6 years of E-Government experience, including at least 4 years of direct web-based product and project management experience with full project life cycle planning and resourcing for multiple teams in a fast-paced, environment.
    • 6 years of Web experience with knowledge of: 
      • User-Centered Design (including user experience design/development, and usability testing knowledge), 
      • Data gathering and analysis, 
      • Content management, plain talk/writing for the web, 
      • Best practices for digital solutions including websites and applications, and 
      • Basic understanding of software development life cycle, project and change management methodologies and tools, and technical development documentation.
      • Web product accessibility as defined by state and local standards and guidelines.
    • Proven track record of delivering multiple complex Web development projects, leading cross-functional, matrixed teams.
    • At least four years of demonstrated management skills and ability to lead cross-discipline teams in delivering projects
    • Ability to organize and prioritize tasks to ensure timely completion and implementation of assigned projects.
    • Solid decision-making and problem-solving skills; ability to execute a number of parallel tasks.
    • Excellent verbal and written communication and presentation skills.
    • High level of business and technical savvy; strong organizational and analytical skills
     
    Desired: 
    • Possesses the ability to identify system problems and recommend corrective actions; strong team building skills, political astuteness; and the ability to coordinate and conduct large and small group meetings.
    • Proficient in Excel, Word, Outlook, PowerPoint and other common office applications. Solid knowledge of HTML, CSS, javascript/jQuery and other current web technologies.
    • Understanding of agile methodology and the process of releasing continuous incremental product improvements.
    • Knowledge and use of content management systems, analytical tools and processes.

    • Skilled at working in diverse teams.
    • Work effectively in a fast-paced, ambiguous environment.
    • Quickly adapt to changing business, technical, and user requirements.

    • Travel to locations throughout the state to visit with customers and consultants/vendors.
    • Able to effectively resolve disagreements and identify common ground for workable solutions.
