      Job Summary
      The Assistant Director of Talent Management assists in the administration of recruitment, staffing, Human Resources employee operations, and records management associated with over 7,000 employees and over 2,000 annual applicants. The position supervises and evaluates Talent Management staff and reports directly to the Senior Director of Talent Management. The position has a retirement association with the Public Employees’ Retirement System (PERS).

      Job Requirements
      The following are required:
      • A bachelor’s degree in human resources administration or a related field. Equivalent experience, education, and training will be considered in lieu of the degree requirement.
      • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification or an equivalent such as SHRM-CP or SHRM-SCP.
      • Three years of increasing responsibilities in human resources or a related field.
      • Three years of prior supervisory or managerial experience.
      • Experience with and knowledge of recruitment, staffing, compensation, EEO, records management, certification regulations, and collective bargaining.

      The following are preferred:
      • Experience in a school district or other public organization in a human resources capacity, administering collective bargaining agreements.
      • A high level of ability with computerized applicant tracking, imaging, and other human resources information systems.

      Essential Job Functions
      • Assists with the development and monitoring of recruitment strategies to achieve required staffing levels for both certificated and classified positions.
      • Assists with establishment and implementation of all aspects of Human Resources functions including, but not limited to, HR employee operations, recruitment/staffing, records management, and contract/law compliance.
      • Develops and maintains positive and professional relationships with internal and external agencies, universities, and departments.
      • Is directly involved in the development and delivery of both internal and external training and professional development activities associated with the Talent Management Department practices and procedures.
      • Assists with the review and monitoring of employment practices, processes, and procedures in conjunction with the Office of Equity and the Labor Relations Department in order to ensure compliance with Anchorage School Board policy, laws, regulations, and collective bargaining agreements.
      • Assists with the development, purchase, implementation, and use of associated human resources information systems.
      • Assists with the development and publishing of reports associated with all aspects of hiring and employment history.
      • Supervises and evaluates Talent Management staff, as assigned.
      • Assists with the development of organization strategies by identifying and researching human resources issues, contributing information, analysis, and recommendations to organization strategic thinking and direction, and establishing human resources objectives in line with organizational objectives.
      • Supports the department by providing human resources advice, counsel, and decisions and analyzing information and applications.
      • Assists in providing support to various departments concerning related liability issues with hires, contractors, and temporary employees.
      • Guides management and employee actions by assisting with the researching, developing, writing, and updating of policies, procedures, methods, and guidelines that represent the organization’s values and HR practices and policies.
      • Complies with federal, state, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
      • Communicates orally and in writing clearly and succinctly, communicating complex analysis of facts, policies/rules/contract in simple coherent style.
      • Manages shifting priorities with very little direction.
      • Maintains confidentiality in all matters.
      • Updates job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.

      Physical /Mental Demands
      The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
