    Maryland Public Television, commonly known as MPT, is a public television network that broadcasts throughout the entire state of Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is Maryland's only statewide broadcaster. Headquartered in Owings Mills, MPT is a member of the Public Broadcasting Service (PBS) and is a producer of both locally and nationally distributed TV programs and digital content.� � In addition, it also serves other Maryland State agencies by providing training material, advertising services and educational content to schools. The Maryland State Ad Agency (MSAA) is a division of MPT that provides advertising,� communications, and marketing to support state agencies across the region. Much of MSAA’s advertising work is focused on raising awareness and driving direct response to state and local initiatives like fighting drug addiction, helping seniors, combatting problem gambling, recruiting state troopers, protecting the environment and informing underserved communities about educational and workforce training opportunities. MSAA is a full service and first-class ad agency that provides clients with goal setting, strategy development, creative production, media planning, research, distribution, and reporting services on traditional, social, and digital media platforms.

    Main Purpose of Job

    The Managing Director will run the day-to-day operations of the Maryland State Ad Agency (MSAA), an independent division of Maryland Public Television (MPT). The Managing Director will oversee all aspects of MSAA, including, but not limited to, business development, client relations, account planning, analytics, identifying and implementing best practices, �staffing, team leadership, media placement, and budget management. The Managing Director, reporting to the Executive Vice President of MPT, is also responsible for hiring and empowering the Creative Director to build out the creative vision and production operations of the agency. This is a Special Appointment position and services at the pleasure of the Appointing Authority.

    POSITION DUTIES

    �As the Department head of MSAA, this position is responsible for employee morale, adherence to state and agency policies, training, employee evaluation, and leveraging the talents of team members to ensure the success of client projects.� Developing, updating and executing the agency’s business plan, including goal setting for all aspects of� the agency, as well as determining key performance indicators, and metrics for success.� Fostering client satisfaction by building relationships with existing clients to support and backstop the�account management team. Working with the account team to develop account strategy, budget, timeline, and creative brief.� Maintaining the agency’s budget to ensure the expenses are controlled and revenue goals are met.� Identifying best practices and staying abreast of industry trends, including being aware of the latest�software tools to improve agency efficiency and quality of services.� Hiring/managing staff, including the Creative Director.� Leading business development, including agency marketing and client recruitment.� Managing the staff and contractors of the agency with direct report oversight of business operations,�client relations, analytics and research, account planning, and media placement.� Work with the creative director to determine the creative vision for the agency. marketing the agency,�overseeing all operations, including media planning, placement timelines, buying, creative services, trafficking, reporting and client services.� Work with the creative director to develop quality vendor relationships to ensure access to outstanding�freelancers and contractors for use when needed to meet client goals.� Ensure that all projects are measurable by industry standard metrics and key performance indicators�and�that both staff and clients have access to analytics, reporting and dashboards as appropriate.

    MINIMUM QUALIFICATIONS

    Education: Bachelor’s degree in advertising, marketing or a related field. Experience: A minimum of ten (10) years of experience working in an advertising agency with a minimum of five (5) years of experience senior management roles. Note: Portfolio advertising school may be substituted for the required education.� For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.     Strong preference will be given to applicants who possess the following preferred qualification(s): Extensive understanding and experience with agency management best practices, advertising industry� operations, business development, account planning, and client management.� Ability to develop account strategies based on industry trends and developments.� Exceptional organizational and multitasking skills, especially when working with multiple projects or teams. Strong skills in staff development and mentoring.� Excellent management, negotiation, listening, and verbal and written communication skills.� Decisiveness and strong problem-solving skills, especially under pressure.� Ability to develop and maintain strong working relationships under deadlines.� Experience writing agency business plans that include KPIs is preferred.� Strong existing relationships with Maryland media outlets’ sales operations preferred.�
