Waste Water Treatment Plant Manager supervises the operations and maintenance of a wastewater treatment plant to ensure compliance with regulatory procedures and reporting practices.     The City of Stockton's Municipal Utilities Department currently has a Plant Operator vacancy in the Water Division. The MUD is comprised of Water, Wastewater, and Stormwater Enterprises and provides utility services to customers within the Stockton Metropolitan area. The MUD provides water, wastewater, and stormwater services for residential, commercial, and industrial customers within the city limits and beyond. The department is responsible for the City’s regulatory planning and policy activities, including compliance with mandated State and Federal regulations regarding the quality of water treated and discharged and its impact on the environment. The MUD is also responsible for utility planning, utility capital improvements, utility financial management, and water resources management. The incumbent will work a rotating schedule with 12 hour shifts.

    Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by Operating Engineers' Local No. 3 Operations and Maintenance Unit.

    Prior to appointment, eligible candidates will be required to pass a back evaluation by a City Physician, and submit to and successfully pass a drug screen and background investigation, which will include fingerprinting.

    Veteran's Preference:
    This position is eligible to receive five (5) Veteran's Preference Points for entrance into the Civil Service. Veteran's preference will not be granted on the promotional list. If you believe you may qualify for Veteran's Preference, a DD-214 Member 4 copy indicating at least 181 consecutive days of active duty service must be received in the Human Resources office (see supplemental questionnaire for details in submitting DD-214's) no later than January 20, 2023.

    Operates, monitors, inspects, and performs routine maintenance on a variety of plant equipment in connection with the continuous operation of a water or wastewater treatment plant; as experience is gained, incumbents plan, organize, direct, and personally perform operational duties involved in the operation and routine maintenance of a water or wastewater treatment plant and related facilities during an assigned shift; performs related work as assigned.

    CLASS CHARACTERISTICS

    Initially, under direct supervision, incumbents learn and perform a variety of duties in the routine cleaning, preventive maintenance, operation and monitoring of water or wastewater treatment plant equipment.

    MINIMUM QUALIFICATIONS

    Education:

    Possession of a high school diploma or GED.

    Experience/Certifications
    :

    Valid California T-1 Water Treatment Plant Operator Certificate.

    Licenses

    Must possess and maintain a valid California Class C driver’s license.

    Knowledge of:
    • Operation, maintenance, and cleaning of advanced water treatment or primary, secondary, and tertiary wastewater treatment equipment and facilities;
    • Water or wastewater treatment principles, methods, and practices;
    • Water or wastewater and shop mathematics;
    • Safety rules, codes, and regulations pertaining to the work;
    • Basic first aid and CPR techniques;
    • Methods and precautions in storing and handling chlorine and other hazardous gases, and chemicals; and
    • Water or wastewater sampling and standard process control tests.
    Skill in:
    • Cleaning and painting facilities and equipment;
    • Accurately reading and recording data from gauges, meters, and SCADA; and
    • Establishing and maintaining effective working relationships with those contacted in the course of the work.
    The Examination:
    Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
