     BACKGROUND SCREENING REQUIREMENT

    It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
    All applicants for employment or to volunteer who are selected for an interview will be provided with the Consent to Background Screening form for level 2 screening, the Affidavit of Good Moral Character, and the Notice of Rights. The leading candidate for employment or to volunteer will be required to execute the Consent form and Affidavit, report to a designated location, and submit fingerprints for level 2 screening.
    No applicant for a designated position will be employed or permitted to volunteer until the level 2 screening results are received, reviewed, and approved by the Department.

    Level 2 background screening shall include, but not be limited to, fingerprinting for statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.

    SALARY AND PREFERENCE

    This position typically is hired at the pre-broadband salary minimum of $3,564.73 per month ($42,776.81 annually).

    DESCRIPTION
    (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

    This position is responsible for providing independent, professional vocational rehabilitation consultation to private providers for the provision and coordination of complex services in order that individuals with diverse disabilities may attain or maintain employment.

    Develops resources and implements special projects to expedite and expand services.

    This position:

    • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. 
    • The employee must interact courteously with others.
    • The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
    • Provides consultation and serves as a liaison with private providers in providing counseling, job placement opportunities, guidance and career planning for individual with diverse disabilities who require complex rehabilitation strategies.
    • Facilitates and evaluates casework to ensure that private providers work with eligible individuals in the public/private partnership to attain quality employment outcomes. Evaluates and ensures that individuals are permitted to exercise informed choice throughout the rehabilitation process.
    • Provides information and suggested revisions impacting service delivery policy.
    • Ensures the accuracy of case work completed by the private provider.  Completes eligibility determinations. Reviews, approves and signs Individualized Plan for Employment, designated reviews and case closures made by private providers.
    • Monitors to assure the appropriate use of available resources.  Responsible for approving and providing signature authority on all client services authorizations prepared by the private provider. Manages resources and/or provides technical assistance for financial accountability in accordance with state and federal regulations and policies.
    • Accesses and updates automated client information, maintains records, produces correspondence and performs other automated functions within the scope of the position's responsibilities.
    • Provides technical assistance to private providers’ associates to enhance the understanding of policies and procedures in the vocational rehabilitation process. Recommends training experiences to enhance professional competencies and practices.
    • Prepares reports regarding quantity, quality and timeliness of services based on case reviews and automated client information.
    • Performs related duties as required.
    • Attendance is an essential function of this position.

    MINIMUM QUALIFICATIONS

    • A master's degree from an accredited college or university in a social, behavioral or rehabilitative science or education program.
      Preferred or Certification as a Rehabilitation Counselor from the Commission on Rehabilitation Counselor Certification or Eligible to become a certified Rehabilitation Counselor as determined by the Commission on Rehabilitation Counselor Certification. At the time of application, if the applicant is certified he/she must provide a valid Certified Rehabilitation Counselor Certificate or produce a letter of eligibility to take the Certified Rehabilitation Counselor Exam, issued within a year of application for employment.

     EXAMPLES OF WORK

    • Reviews all information submitted by the private provider as documented in the customer's case record. Information may include psycho/social background medical/psychological/psychiatric records, work history and work barriers, educational background and referral service information.
    • Documents that eligibility determination is in accordance with established Federal/State regulations, policies, and procedures.
    • Assures that all employment barriers are addressed, as identified in the comprehensive assessment.
    • Determines if the planned employment outcome goal is consistent with the customer's strengths, resources, priorities, concerns, abilities, capabilities and informed choice.
    • Ensures that planned services are necessary to achieve the employment outcome.
    • Ensures that comparable services and benefits are considered and utilization is documented in the IPE.
    • Determines that appropriate documentation exists to support that informed choice has been exercised in the development of the individualized plans for employment and throughout the rehabilitation process.
    • Approves authorization for payment after ensuring that the private service provider has provided the appropriate documentation.
    • Determines if information is sufficient to allow for successful or unsuccessful closure of the case record.
    • Ensures that established federal/state regulations, policies and procedures are followed for dispute resolution and review of determinations of counselor decisions.
    • Provides technical assistance to other state vocational rehabilitation counselors and private provider counselors to facilitate the implementation of casework strategies.
    • Provides all case management activities including guidance and counseling in career planning to eligible customers requiring complex rehabilitation strategies.
