DEPARTMENT OVERVIEW

Research Policy Analysis and Coordination (RPAC), a unit of Research & Innovation (R&I), provides guidance and assistance in the development, interpretation and implementation of policies and external rules in the conduct of extramurally funded research at the University of California.

POSITION SUMMARY

The Research Policy, Analysis and Coordination unit (RPAC) is a unit within the Research and Innovation unit that performs functions related to research and technology transfer policies and administration.

Under general direction, provides analytical support to the RPAC unit on research and technology transfer policy and administration issues, engaging in activities such as policy development, guidance, and implementation assistance; systemwide coordination - supporting systemwide committees and work groups; and development of resource documents for campus use and supporting systemwide and local training on various issues related to research and technology transfer policy. Serves as subject matter expert in one or more areas and takes the lead on research and/or technology transfer policy projects in these areas, with full cycle responsibility. Provides research and analysis related to complex policy issues, gathering data from UC campuses and other institutions and researching national and state trends. Projects assigned can be broad in scope with varying degrees of complexity.

Research Policy Development and Guidance: Research and analyze complex regulatory compliance and policy concepts to a wide variety of policies, procedures, guidelines and agreements.

Provide guidance and support to campus and UCOP offices with respect to policies and external rules and regulations governing the research enterprise in respective area(s) of policy expertise. Disseminate information to campuses on relevant University policies, federal and state rules, and sponsor and agency policies, staying abreast of changes in applicable rules and regulations.

Identify gaps in University policy; analyze and make recommendations regarding new policies or policy revisions to meet changing or emerging needs; and prepare initial drafts of new and revised policies. Draft guidance documents and memos on specific research policy issues. Analyze and summarize proposed contract/agreement language by reviewing provisions and comparing, interpreting, and applying University policies to determine acceptability; provide guidance on acceptable terms and/or recommend alternate terms or clauses that are considered acceptable within University guidelines; provide information regarding implementation of external rules and regulations.

May review campus requests for exception to University policy in specific area(s) of responsibility; recommend approval/denial of requests to appropriate manager.

Systemwide Coordination: Provide professional staffing to project teams and systemwide groups organized to create efficiencies, promote best practices, and facilitate systemwide communication and collaboration.

In respective area(s) of expertise, provide input to systemwide work groups, advisory groups, and policy review and implementation groups regarding specific aspects of research and technology transfer policy.

Identify and liaise with campus groups affected by the new or changed policies, legislation and regulations. Develop and recommend systemwide resources to support consistent implementation of research policies, including guidance documents, standing work groups, online resources, and relevant databases.

In coordination with Research Policy Managers, may participate in the negotiation of agreements on behalf of the university, including systemwide template and master research agreements. Upon request, may assist campuses with difficult, unique, or complex negotiations with research sponsors to achieve terms that are consistent with University policies.

Systemwide Representation on Research Policy: Contribute to and provide support in monitoring the external and internal environment for trends, state, and national issues, and proposed regulatory and legislative changes in respective area(s); perform initial review of legislative and regulatory documents requiring RPAC review and comment and prepare summaries; determine potential impact of legislative and regulatory proposals; recommend/draft University actions/responses as appropriate, in coordination with OP and campus offices Consult with appropriate administrative staff and faculty to determine potential university impact of policy, legislative and regulatory proposals. Perform initial review of policy, legislative and regulatory documents requiring RPAC review and comment and prepare summaries. Participates in state and national debate on policy matters.

Serve as RPAC resource for gathering and synthesizing information for use in responding to external requests for information and in analyzing the impact of proposed policies; work collaboratively with staff in other OP and campus offices to extract and interpret data regarding UC research from existing databases and abstracts. Provide support in building consensus on policy goals and direction; contribute to development of recommended policy positions.

Training and Development of Resource Materials: Provide support to RPAC and Training/Campus Resources Manager in developing and implementing appropriate training, education, and outreach programs and materials on research and technology transfer policy matters for campus research administrators, faculty, and other staff.

May conduct or participate in in-person trainings in respective area(s) of expertise. May mentor less experienced staff members.

Required Qualifications

• Understanding of academic policies and procedures at UC or in higher education in general, including mission, goals, issues, and infrastructure, or ability to quickly acquire the same.
• Knowledge of issues, regulations, statutes, agency requirements and university policies related to the negotiation and administration of research and/or technology transfer agreements with one or more of the following: federal agencies, state agencies, nonprofit sponsors, and/or industry sponsors/collaborators; or ability to quickly learn the same.
• Knowledge of and experience with issues, regulations, statutes, agency requirements and university policies related to one or more of the following subject matter areas: intellectual property and technology transfer; clinical trials; publication and dissemination of research results; contracts and grants administration; human/animal subjects research; conflict of interest; research misconduct; and/or academic freedom.
• Experience performing policy analysis and/or regulatory, statutory, and contract interpretation, as well as dealing with policy issues to conduct and administration of research in a university environment.
• Demonstrated analytical skills to apply policy, technical, legal and regulatory concepts to a wide variety of situations; ability to assess, synthesize and develop pertinent information to support formulation of sound position and policy recommendations.
• Thorough written, verbal and interpersonal communications skills and political acumen to effectively represent the university, build strong working relationships with constituents at all levels across and external to the organization, and work effectively with research partner/sponsor representatives.
• Strong written skills with ability to produce effective position statements, communicate complex and technical information in a clear and concise manner for multiple audiences, and assist in drafting proposed policies and guidelines.
• Thorough analytical and critical thinking skills, including sound judgment and decision-making skills and skill to correctly identify real and potential problems, advise management as required, and propose effective strategic resolutions.
• Applicable computer skills.

Education

• Bachelor's degree in related area and three years progressively responsible experience working in public policy analysis and/or research administration (preferably in a university setting); and/or equivalent experience/training.
