    Description of Work Unit
    Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Located an hour north of the Denver metro area, Fort Collins is a vibrant community of approximately 157,000 residents that offers the convenience of a small town with all the amenities of a large city.     The Colorado State Forest Service is an agency of Colorado State University (CSU), Colorado’s land grant institution of higher education, and is housed, organizationally, in the Warner College of Natural Resources. The CSFS provides staffing to the Division of Forestry for the Colorado Department of Natural Resources. The CSFS has17 field units throughout the state, with a State Office located in Fort Collins on one of the foothills campuses of CSU.
    The Forest Planning and Implementation Division of the Colorado State Forest Service provides administration and oversight of forest management programs that directly contribute to the agency’s mission of “the stewardship of Colorado’s diverse forest environments for the benefit of present and future generations”. The Wood Utilization and Marketing Program Specialist is a sub-staff of the Forest Planning and Implementation Division of the Colorado State Forest Service. The administration of forest management programs is carried out under the supervision of the Manager of Program Delivery.

    Position Summary
    Under the direct supervision of the Manager of Program Delivery, the Wood Utilization and Marketing Program Specialist is responsible for the oversight and administration of programs under the Wood Utilization and Marketing Program including developing and maintaining education and outreach program design and delivery on all aspects of the harvesting, manufacturing, and marketing of wood products for both internal and external audiences. A focus of this position will be on direct technical and marketing assistance to Colorado’s sawmills and primary wood products processors. This position will be responsible for program administration, professional forestry consultation, and providing science-based forest biomass expertise to support Colorado State Forest Service (CSFS) Divisions and external partners throughout Colorado. The position maintains key working relationships with CSFS partners and represents the agency on a variety of state and regional committees.
    This position requires that the Program Specialist is proficient in general program management skills including but not limited to: recording accomplishments, meeting deadlines, tracking budgets, developing and sustaining key relationships and supporting CSFS Divisions related to forest biomass utilization. The Program Specialist will work with the CSFS Science and Data Division to maintain and update a statewide forest biomass assessment and carbon accounting framework, and support the Forest Action Plan. The Program Specialist needs to be proactive in their program development, assist other Program Specialists accomplishing program objectives, forecast program needs, be aware of significant changes, practices, science, etc. in related areas, and effectively share new knowledge and information with internal staff and external partners and cooperators. The Program Specialist will also serve as a CSFS representative and advocate for forest management and social change consistent with the CSFS mission and strategic priorities.
    Daily activities include: providing technical assistance related to wood utilization and biomass programs, grant and agreement writing and administration, budget administration, assisting CSFS Divisions with program implementation and coordination, developing and maintaining relationships with key partners, conducting trainings and workshops, and assisting the Manager of Program Delivery with other special projects as they arise.

    Required Job Qualifications
    • A bachelor’s degree (or greater) in forestry, wood science and technology, forest economics, natural resource management, or a related degree in natural resources will be considered.
    • Four years of combined forest products utilization experience and forest or natural resource management program administration experience.
    • Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
    • The successful candidate must be legally authorized to work in the United States before the employment start date; Colorado State Forest Service will not sponsor a visa for this position.

    Preferred Job Qualifications
    • Technical experience related to forest products, biomass utilization, forest carbon, and/or forest economics.
    • Experience with program planning and administration including: Effectively documenting accomplishments, record-keeping, developing annual reports; budget management; and developing annual program of work, and strategic planning.
    • Knowledge of forest management practices and field forestry activities (prescription development, timber sale and/or contract administration).
    • Experience with writing, reviewing, and managing various forestry-related grants.
    • Strong organizational, multitasking, planning and prioritizing skills.
    • Experience with and demonstrated ability to build working relationships, work collaboratively, resolve conflicts and advance outcomes with internal staff and external partners, cooperators and teams.

    Duty/Responsibility
    The incumbent of this position will be responsible for providing professional and science-based forest product utilization services and information to all CSFS field staff in the planning and implementation of forest management activities. The position will provide technical assistance to forestry business and forest products industry partners.
    • Provides technical, educational and outreach support to CSFS staff and their industrial/nonindustrial cooperators on forest product and biomass utilization practices and issues as requested.
    • Provides assistance to CSFS Field Offices in the development of timber sale contracts and service agreements to carry out this work.
    • Coordinates with the CSFS Science and Data Division on projects including the statewide forest biomass assessment, carbon accounting framework, and Forest Action Plan.
    • Responds to forest industry partner requests and provides presentations and outreach materials regarding support programs.
    • Facilitates meetings, workshops, and trainings for CSFS staff and forest business and other external partners.

    • Specifically, the incumbent will facilitate the creation and implementation of multi-year plans to ensure completion of annual program of work; coordinate closely with local, state and federal partners in the administration of assigned programs; plan and monitor annual budgets for assigned programs including on-going grants under the purview of this position; and monitor target accomplishment and ensure accomplishment reports are completed in a timely manner.
    • Areas of focus include (but are not limited to):
      • Forest Industry Internship Program
        • Maintain critical partner relationships including the Colorado Timber Industry Association (CTIA), Intermountain Forest Association (IFA) etc. at a statewide level.
        • Assist with development and review of internship applications.
        • Provide budget oversight and tracking for all internship awards and agreements.
        • Provide guidance and training to CSFS staff and external partners on the Forest Industry Internship program and implementation.
        • Develop guidance for program reporting and submit annual/quarterly reports.
