UNIX Systems Administrator is responsible for the installation, configuration and maintenance of the organization's UNIX operating systems and all related systems or software.   • Provide technical leadership, project management and administration of departmental and citywide information systems, including facilitating departments' short and long term technology plans.  Incumbent is required to implement and/or configure multi-tier, server-based hardware, application and software systems and to be fully trained in all procedures related to the assigned areas of responsibility.  This position provides all-tier technical support, troubleshooting problems to resolution; prepares and maintains up to date documentation and coordinates or conducts user training.  These tasks are illustrative only and may include other related duties.

    Full-time 40 hours per week

    12-month probationary period

    IT staff provide robust and feature-rich computer services to all City departments through their commitment to excellent performance and high reliability. Services range from enterprise core infrastructure to complex data analytics and aggregation for superior visibility into all areas of the organization.

     
    The System Administrator performs some or all of the following essential functions depending on assigned area.
     
    Provides technical leadership and project management for departmental and citywide information systems selection.
     
    Serves as technical expert for the organization, capable of analysis, implementation and support of the City's information technology infrastructure, including new or upgrade installations of existing clients, servers, applications and information systems security.
     
    Assists staff within the information technology work group and in departments in formulating short and long range plans regarding City computing needs.
     
    Monitors system performance; verifies systems are working properly; performs upgrades as necessary; supports and maintains servers and associated equipment and ensures high availability.
     
    Develops backup and disaster data recovery strategies.Responds to service outages and other problems with mission-critical systems.
     
    Verifies that hardware and software purchase requests comply with City standards. Coordinates procurement of desktop hardware purchases for the organization; configures desktops and installs at users' locations.Manages hardware and software warranty and maintenance contracts. Maintains computer equipment inventory.
     
    Delivers excellent customer service to diverse audiences.Provides support for technical issues and troubleshoots problems to resolution.
     
    Prepares and maintains up-to-date documentation supporting assigned and related areas of responsibility.
     
    Coordinates and conducts user training, education and problem-solving sessions; maintains user-accessible knowledge base for self-service problem resolution; assist users regarding system functionality.
     
    Accesses sensitive and confidential information, complies with City and department policy regarding such access, and maintains the confidentiality of the information.
    Recommends policies for the use of the computer systems as well as security policies for employees and computer systems.
     
    Operates and drives a motor vehicle safely and legally.
     
    Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.
     
    Conforms to all safety rules and performs work in a safe manner.
     
    Maintains effective work relationships.
     
    Adheres with all City and Department policies.
     
    Arrives to work, meetings and other work-related functions on time and maintains regular job attendance.

    Education and Experience
    High School diploma or equivalent and seven years of Computer Support experience.
     
    A Post-Secondary degree in Computer Science or closely-related field may substitute for up to four years of experience.
     
    Experience in systems administration and knowledge of the following is required:
    • Microsoft server and client operating systems;
    • Enterprise software, including SQL databases, web services and email systems;
    • Server and desktop enterprise management tools such as patching and anti-virus;
    • Windows scripting and other scripting languages and
    • Understanding of switched Ethernet network topology and TCP/IP protocols.

    Knowledge, Skills and Abilities
    Ability to attend and incorporate learning from approved trainings on a regular basis is required.
     
    Excellent analytical, communication, interpersonal, technical writing and organizational skills. Ability to use technical and analytical knowledge to solve technical problems and make effective decisions within short time frames to minimize system down time.
     
    Expert understanding and the ability to support a Windows-based operating system including Active Directory; devices and what device drivers do, file system concepts ("NTFS"), and use performance analysis to tune systems.
     
    Functional understanding and the ability to support networking/distributed computing environment concepts, principles of routing, and design and upkeep of consistent network-wide file system layouts and security.
     
    Ability to program in an administrative language such as Powershell, Visual Basic and DOS Command shell to perform various system tasks more efficiently.
     
    Ability to work independently and effectively on self-directed priorities and in group settings with technical and non-technical staff.
     
    Ability to communicate effectively, both orally and in writing, with peers, customers and senior staff.
     
    Ability to manage multiple projects, and act as a vendor liaison to acquire and implement new systems, troubleshoot current systems, and assist with new or maintaining various systems integrations in an efficient manner.
     
    Ability to provide excellent customer service, get along with coworkers and maintain effective working relationships.
     
    Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.
     
    The ability to travel among City worksites.
     
    Special Requirements
    Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.
     
    Possession or ability to obtain and maintain a valid Oregon Drivers License.
