This position is an Exempt position at pay grade 221.

Attendance

Non-rotating 40-hour work week, Monday – Friday; must be available to work additional hours as needed.

Overview

The IT Security Operations Officer is responsible for managing Security, Network, System Administration, and Infrastructure Operations. This includes the research, development, implementation, testing, and review of the organization’s security plan. They are responsible for best practices in security by defending against potential threats, implementing security measures, and proactively maintaining networks, servers, and endpoint devices.

Responsibilities

• Responsible for the Security, Network, System Administration, and Infrastructure Operations teams; this includes administrative support, payroll, timekeeping, travel, procurement processes, budget processes, department metrics, benchmarks, open records requests, and e-discover requests
• Coaches and mentors professional employees to contribute as engaged teams that successfully achieve performance goals
• Reviews employee knowledge and skill needs and establishes or coordinates plans for training
• Projects workforce requirements and determines resource allocation within the team
• Duties include data loss and fraud prevention, security architecture, identity and access management, investigation and forensics, and governance
• Must identify risk factors and propose solutions to include developing and enforcing of security policies and procedures
• Plans and tests responses to security breaches
• Oversees the selection testing, deployment, and maintenance of security hardware and software products
• Oversees a staff of employees responsible for the organization’s security
• Responsible for advanced network design and implementation, project management, and product research and recommendation
• Responsible for administration of the City Internet, security appliance configuration, and call manager systems (VR, PRIs)
• Works with advanced network protocols to build and operate complex network configurations on core switches and routers
• Leads and supports operating systems, virtualization, directories, utilities, patch management, antivirus, backups, SAN, LAN/WAN, and other software including cloud software as required
• Manages contracts and vendors for professional, cloud/hosted, and project services used by the City in support of daily business
• May be asked to perform other duties as assigned

Qualifications

• Requires a Bachelor’s Degree (BA/BS)
• Minimum of seven (7) years of experience
• A combination of education and pertinent experience may be considered
• Must be able to pass a Criminal Justice Information Systems (CJIS) background check
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
