Treasury Director manages and oversees all aspects of daily treasury operations to meet the financial obligations of the organization. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Director reviews and approves cash allocation reports, investment records, and expense and earnings forecasts. Develops department policies, procedures, and internal controls. Additionally, Treasury Director ensures policies and procedures meet the organization's objectives, needs, and regulatory body requirements. Requires a bachelor's degree. Typically reports to a director. The Treasury Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Treasury Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Vacancies will be filled in the following specialty areas :

    Practice Area; Northeastern Compliance Practice Area (NECPA)

    The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

    Performs technical reviews on cases required to be reported to the Congressional Joint Committees on Taxation. The cases include those in which refunds of taxes exceeding an amount specified by Congress are being proposed, and on certain cases under the authority of Section 8023 (a) of the Internal Revenue Code.

    The review includes the determination of whether refunds or credits are allowable under law and regulations and whether any offsets are proper.

    Upon completion of review, a report to the Joint Committee on Taxation is prepared for the appropriate signature.

    Performs a technical review of Whistleblower claim cases prior to closure from the field. The cases reviewed include all award claim recommendations.

    This review includes the determination of whether the file is complete and adequately explains the basis for the recommendation and audit actions.

    After the field has made a recommendation on a Section 6707A penalty rescission request, the information will be reviewed and a determination made to accept or reject the recommendation.

    Determines the nature and extent of the technical and procedural review of each case. Approves or disapproves recommendations and reports prepared by examining agents.

    Explains items of income or deductions on the returns that are significant or unusual and cites the authority permitting acceptance without adjustment or explains the adjustments being proposed.

    • Prepares memoranda and recommends disposition of cases, raising questions as to the propriety of adjustments or over-assessments proposed.
    • Assembles Joint Committee reports in accordance with the standards set by the staff of the Congressional Joint Committee on Taxation

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

    One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month / year, and indicate number of hours worked per week, on your resume.

    You must meet the following requirements by the closing date of this announcement :

    BASIC REQUIREMENTS : A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical / quantitative methods, computerized accounting or financial systems, financial management, or finance.

    A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

    Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

    SPECIALIZED EXPERIENCE GS-13 : In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

    • Specialized experience for this position includes : Progressively responsible and diversified professional accounting or auditing work that required : Experience applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities;
    • Experience interpreting and applying Federal tax law for individuals, business and / or exempt organizations, partnerships, and S-corporations;
    • Experience of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition;

    Experience of corporate financial transactions and financial management principles and practices; and Experience interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.

    COMBINATION OF EXPERIENCE AND EDUCATION : You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    MEET TIME IN GRADE (TIG) REQUIREMENT : You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.

    Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    TIME AFTER COMPETITIVE APPOINTMENT : By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
