Treasury Director manages and oversees all aspects of daily treasury operations to meet the financial obligations of the organization. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Director reviews and approves cash allocation reports, investment records, and expense and earnings forecasts. Develops department policies, procedures, and internal controls. Additionally, Treasury Director ensures policies and procedures meet the organization's objectives, needs, and regulatory body requirements. Requires a bachelor's degree. Typically reports to a director. The Treasury Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Treasury Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Responsible for financial strategic/planning, business development, financial and risk management, banking and investment relationships, plus continued financial analysis of the entire facility and related operations.

    COMPETENCIES:

    • Senior level experience in management of a substance use disorder facility.
    • A measurable record of success in leadership of the above functions at a nonprofit organization that resulted in improved image, growth, and funding for the institution
    • A successful record in business management including, financial management and business contractual arrangements.

    DUTIES AND RESPONSIBILITIES:

    • Responsible for the broad administration and direction of financial controls to support the organization.
    • Directs the organization’s financial control function activities associated with all aspects of nonprofit center accounting and control
    • Manages and directs cost and operational analysis.
    • Manages and directs financial administrative systems and procedures.
    • Manages and directs budgets for effectiveness and efficiency.
      • Coordination with all department managers.
      • Evaluation and analysis of various budget scenarios.
    • Formulate, recommends, and installs policies and programs which enable the organization to recognize economic opportunities and realize maximum benefits.
    • Performs ongoing research to clarify Pavillon’s financial goals.
    • Overall responsibility for the management direction, support, and professional leadership in the management of the following areas:
      • Financial planning, business and facility development.
      • Develops and evaluates CQI information per CARF recommendations.
      • Fiscal Control in all areas of supervision and policy.
      • Serves as liaison for the Annual Audit and other agency audits.
      • Directs and evaluates risk management issues.
      • Payroll Administration and Management of Employee Benefits.
      • Manages Banking and Investment relationships.
      • Accounts Receivable and Accounts Payable – Oversee and review all transactions for accuracy.
      • Review/audit patient files
      • Review/audit vendor files
      • Licensure and standards with external regulatory bodies
      • Capital Budget Development and Project Review.
      • Review/audit Pavillon contract files.
      • Maintain good working relationships with other departments and referral sources.
      • Financial Statement preparations for the Staff and Board including Presentations to the staff and board.
      • Preparation of Annual Reports for Funding Agencies.
      • Other duties as assigned by the CEO.
      • Successful completion of MyLearningPointe trainings

      QUALIFICATIONS:

      • Knowledge:
        • Cash flow.
        • Profit and loss analysis
        • Balance sheet preparation
        • Knowledge, understanding of and adherence to organizational guidelines and performance standards.
        • Chemical dependencies treatment and recovery
        • Professional standards.
        • Budgeting, formulas and numbers.
        • Knowledge of and experience in compliance with residential facility standards (licensing and CARF)

        • Skills:
          • Highly developed verbal and written communication skills.

          • Teaching and training
          • Computer literacy: Microsoft Office, Excel, QuickBooks, Peach tree, or any other applicable accounting software.

          • Abilities:
            • Ability to create sound budgets
            • Meets deadlines and works well under pressure
            • Handles a wide variety of assignments simultaneously
            • Demonstrated ability to work effectively as part of a team

            • Education Requirements:
              • Minimum of Master’s Degree from an accredited university with coursework in Business, Marketing/Finance Administration BS in Accounting;
              • MBA preferred.

              • Experience Requirement:
                • Five years’ experience in planning, organizing, directing and controlling all activities related to financial and operational management.
