Treasury Director manages and oversees all aspects of daily treasury operations to meet the financial obligations of the organization. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Director reviews and approves cash allocation reports, investment records, and expense and earnings forecasts. Develops department policies, procedures, and internal controls. Associate Director of Treasury Operations

  • FUNCTION & SCOPE:

    Reporting to the Director of Treasury Operations and serving as a key member of the Finance Office staff, the Associate Director of Treasury Operations will provide diversified duties for the functions of payroll, labor distribution, accounts payable, and purchasing, along with Cash Management. The Associate Directors are responsible to lead staff in serving the best interests of the RF and demonstrate leadership and decision-making ability over these functions.

    DUTIES:

    • Navigate complex organizational and political structures to introduce, develop, and successfully implement new systems and best-practice initiatives to improve the efficiency and accuracy of these campus service functions.
    • Guide staff and provide feedback in the analytical review of processes, identifying risks, and enhancing internal controls.

    Payroll/Labor Distribution

    • Oversee the corporate Payroll Manager and ensure the RF is appropriately processing payroll, LD, and IFR transactions according to our policies, including quarterly and year-end tax filing activities. Ensure compliance with OMB circulars relating to salary and wage cost transfers.
    • Become educated on the latest payroll laws and legislation at the state and federal levels. Coordinate with Legal, Human Resources, and Information Services to update or enhance system controls for new laws and regulations.

    AP/PO

    Oversee corporate AP/Purchasing Assistant Director and provides oversight and is responsible for the development, implementation, communication, and application of RF-wide policies, practices, systems, and procedures for Accounts Payable and Purchasing functions. Specifically,

    • Provide high-quality and low-cost services that will enable faculty and staff to devote more time to value-added activities and reduce costs for the organization.
    • Collaborate with SUNY and RF staff to work with vendors to perform strategic sourcing and obtain the best prices, services, and terms for goods and services.
    • Work with IT and Finance Office staff to provide state-of-the-art business systems to allow for efficient and effective procurement and payment functionality.
    • Oversee the compliance, internal controls, and support functions related to AP tax withholding and reporting including non-resident alien functions.

    Associate Director Responsibilities

    • Effectively lead campus and central office staff via focus groups and other cross-functional groups.
    • Responsible for the overall recruitment, training, and professional development of PR/LD and AP/PO staff, which includes setting individual and collective goals and objectives, evaluating achievements (performance review), allocating annual merit increases, and handling personnel issues as appropriate.
    • Oversight of Oracle Payroll; Labor Distribution; Accounts Payable and Purchasing modules for the reconciliation of payroll, LD, and AP payments in the corresponding modules and transfer of entries to grants and the general ledger. In conjunction with the financial accounting systems group, leverage technology to enhance operational tasks.
    • Participate in corporate initiatives that support the RF's strategic plan and initiatives. Provide strategic and operational leadership to Finance Office staff. This includes contributing to a work environment that fosters teamwork and diversity; where employees can prosper; find rewards in their efforts; and be continuously challenged to improve the performance of the organization.
    • Work with Investments Manager to assist with Investment related transactions and reporting. Assist with cash management and make recommendations for excess cash; provide recommendations for campuses in deficit to borrow on the Project Line of Credit. Prepare schedules for the Investment Income Allocation process.
    • Assist with oversight of RF's cash position utilizing Report Center, daily cash sheet, accounts payable, and payroll information to forecast cash needs or invest surpluses in RF's Operating Pool.
    • Special projects as assigned by the Director of Treasury Operations.


    Requirements:

    SPECIAL SKILLS:

    • Requires a thorough knowledge of accounting principles and practices, government regulations and procedures, especially OMB Uniform Administrative Requirements and IRS regulations.
    • Strong leadership, communication, and people skills are essential due to the significant interactions with campus staff and other departments.
    • A thorough knowledge of internal control concepts is critical to this position and the ability to assist other managers in reporting relevant risk information up, down, and across the entity.

    EDUCATION/EXPERIENCE:

    • Bachelor's degree and or eight to ten years of accounting, auditing, or financial analysis experience in a University environment.
    • Experience with Oracle (or other relational database application products) knowledge is highly desirable.
    • CPA and/or CTP is preferred and in addition, strong knowledge of Microsoft Office applications is required along with experience in importing and manipulating data in Excel.

    Compensation for this position: The starting compensation for this role is between $105,103 and $150,000. The starting pay will depend on a variety of factors that may include but are not limited to experience, education, training, certifications, and internal equity.
