Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Analyst researches economic trends and investment opportunities. May assist senior staff with preparing materials and reports using standard methodologies and procedures. Additionally, Treasury Analyst determines procurement of funds, and monitors investments and collections. Typically requires a bachelor's degree. Typically reports to a manager. The Treasury Analyst work is closely managed. Works on projects/matters of limited complexity in a support role. To be a Treasury Analyst typically requires 0-2 years of related experience.     The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

    As a Senior Manager you will :

    • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
    • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
    • Oversee the revision of long range plans, goals and objectives for the work directed.* Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
    • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
    • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

    One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month / year, and indicate number of hours worked per week, on your resume.

    You must meet the following requirements by the closing date of this announcement :

    A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical / quantitative methods, computerized accounting or financial systems, financial management, or finance.

    A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

    Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

    SPECIALIZED EXPERIENCE : You must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression.

    Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.

    • To be qualifying for this position your experience should be sufficient to demonstrate : Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight;
    • Experience planning, directing, and evaluating work of subordinate managers, employees, and / or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and / or specific to the position being filled;
    • Experience applying budget and fiscal methods used in establishing and maintaining an organization; Experience working on major programs segments, organizational structures and / or functional responsibilities specific to the position being filled;

    Experience with corporate financial transactions and financial management principles and practices; Experience with interacting effectively with a broad range of individuals and in negotiating with specialists in accounting, legal, tax, and other similar business-related professions.

    • In addition your qualifying experience must have been in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities;
    • Experience with interpreting and applying Federal tax law for individuals, business, and / or exempt organizations, partnerships, and corporations;
    • Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition;

    Experience with corporate financial transactions and financial management principles and practices; Experience in interacting effectively with a broad range of individuals and in negotiating with specialists in accounting, legal, tax, and other similar business-related professions.
