Treasury Analyst is responsible for supporting all aspects of daily treasury operations. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Analyst researches economic trends and investment opportunities. May assist senior staff with preparing materials and reports using standard methodologies and procedures. Additionally, Treasury Analyst determines procurement of funds, and monitors investments and collections. Typically requires a bachelor's degree. Typically reports to a manager. The Treasury Analyst work is closely managed. Works on projects/matters of limited complexity in a support role. To be a Treasury Analyst typically requires 0-2 years of related experience.     The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position:

    * Meets with managers and executives within the Service to define the overall goals and objectives of the project.

    * Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.

    * Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.

    * Establishes a system to review, control, and report on project status.

    * Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

    You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE GS-11: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity.

    You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university.

    OR

    Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study

    LL.M. if related

    OR

    You may qualify with an equivalent amount of combined experience and education as described above.

    SPECIALIZED EXPERIENCE GS-12: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes: Experience utilizing evaluative and analytical methods and techniques to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; budgeting methods and techniques to prepare analyses and estimates. Experience with oral and written communication techniques to present findings and negotiate solutions.

    SPECIALIZED EXPERIENCE GS-13: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-12). Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; applying project management principles to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management to evaluate complex projects and studies and experience identifying problem areas, trends, deficiencies, and other similar factors affecting operations. Experience utilizing budgeting methods and techniques to prepare analyses and estimates, and oral and written communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

Treasury Analysts seem to be robots plugging in numbers to spreadsheets, but the Director of Billing basically is responsible for and involved in all accounting related to revenues – deferring unearned, accruing unbilled, dealing with auditors, analyzing to ensure accuracy, determining appropriate accruals for bad debt, some forecasting of future billing and/or cash flow, etc.
