Principal Duties

· Serve as the custodian of the city treasury, ensuring compliance with legal requirements outlined in Utah Code, Title 10.

· Manage accounts receivable processes, efficiently handling both physical and electronic payments and collections.

· Oversee banking operations, including bank transfers, deposits, comprehensive reporting, tracking returned payments, and investment strategies.

· Handle accounts payable responsibilities, including the crucial task of signing checks and executing wires and ACH transactions with precision.

· Contribute to finance operations by tracking Impact fees, maintaining fee schedules, and offering valuable support for the annual budget document and audit report.

· Provide leadership by supervising Utility Billing Clerks, delegating tasks, delivering comprehensive training, and conducting performance evaluations to ensure team efficiency and effectiveness.

Ideal Candidate

· Bachelor’s degree in Accounting, Finance, Public Administration or a closely related field and three to five years of progressively responsible accounting experience, preferably in a governmental agency, or an equivalent combination of training and experience.

· Master’s degree, Certified Public Accountant (CPA), or Certified Public Finance Officer (CPFO) preferred.

• Knowledge of general fund and governmental accounting including methods of reporting, internal control, and audit principles and practices.
• GAAP, GASB, and GFOA accounting standards and requirements.
• Principles and practices of municipal budgeting.
• Principles and practices of public administration, including laws and ordinances as they relate to public finance, purchasing and contracting, and the maintenance of public records.
• Proficiency in Microsoft Office Suite, especially Excel, and accounting software.
