Being a Treasurer directs and manages treasury activities of an organization including financial forecasting and mitigating risk. Ensures financial transactions, policies, and procedures fulfill the organization's objectives, needs, and regulatory body requirements. Additionally, Treasurer is responsible for the corporate banking, credit, and investment functions. Requires a bachelor's degree. Typically reports to top management. The Treasurer manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments. To be a Treasurer typically requires 8+ years of managerial experience. Deputy Clerk/Treasurer

  • SUMMARY OF WORK: Performs a variety of clerical and bookkeeping duties for the City Clerk/Treasurer including utility billing, selling cemetery plots and business licenses, paying invoice claims for the city, and other duties as required.

    JOB CHARACTERISTICS:

    Nature of Work: This position performs moderately complex duties requiring attention to accuracy, detail, and timeliness; maintains confidentiality of sensitive information; ability to work independently; may exercise independent judgment and action. Must live within 15 minutes of the city of Libby. Must be bondable.

    Personal Contacts: Daily interaction with Mayor, City Administrator, Clerk/Treasurer, other Deputy Clerk/Treasurer, other city employees, and the public.

    Supervision Received: Direct daily supervision from the City Clerk/Treasurer. Additional Supervision from the Mayor and City Administrator.

    Essential Functions: Position requires, but is not limited to, ability to communicate verbally and in writing; complete claim process from beginning to end; process Business Licenses; understand and explain basic statutes, laws, and ordinances; read written material; reconciliation of accounts; operate a computer; typing; maintain records and files; prepare correspondence; general knowledge of operation of various office machines.

    AREAS OF JOB ACCOUNTABILITY AND PERFORMANCE

    · Utility Billing Clerk: receives monies for utility bills, processes utility bills, balances daily accounting for utilities, processes end of month reports, and all other duties connected to utility billing.

    · Claims Clerk; receives mail, processes claims, run and distribute claim checks, and all other duties connected to claims.

    · City Hall receptionist; answers the telephone; provides information and refers inquiries to the appropriate person.

    · Routes incoming mail; files office correspondence; order supplies; receives monies for utility bills; receipts utility bills and balances with deposits

    · Process Business Licenses, update Business License Files, receive Business License applications and fees; send out new Business Licenses and all duties connected to Business Licenses.

    · Responsible for care of cemetery records; receives monies for sale of lots; grave openings and closings.

    · Make daily bank deposits and postal runs.

    · Make copies and get Agenda packets ready for the Council and Mayor as required.

    · Take meeting minutes notes and complete transcription as required.

    · Keep Agendas and Minutes updated on City of Libby Website as required.

    · Update Ordinance/Resolution books and Minutes book as required.

    · Prepare and send out correspondence as needed.

    · Assist in keeping the walkway free from snow and ice as required.

    · Other duties as assigned.

    Knowledge: This position requires at least a basic knowledge of budgets, computer software including spreadsheets, bookkeeping, general accounting practices and procedures, modern office practices, business English, spelling and basic knowledge of applicable municipal codes and ordinances.

    Skills: This position requires skills in typing, calculating, bookkeeping, record keeping, and operating computer and other office machines.

    Abilities: This position requires the ability to: Work independently with little supervision; be detail oriented; work under pressure of deadlines; maintain confidentiality; handle difficult situations; communicate effectively orally and in writing; follow verbal and written instructions; establish effective working relationships with fellow employees, supervisors, and the public.

    Required:

    • A High School Diploma or equivalent
    • Possess and maintain a valid Montana Driver’s License.
    • Possess or obtain CPR and First Aid Cards while employed, and paid for, by the city.
    • Must be bondable.

    EDUCATION AND EXPERIENCE:

    The above knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to:

    · A high school diploma or equivalent.

    · Two years’ experience in general office procedures and clerical work.

    · Experience in general accounting practices and procedures.

    · Prior experience with Black Mountain Software preferred, but not required.

    · Knowledge of GASB preferred, but not required.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
