Transportation Manager manages and coordinates the daily operations of a transportation network including safety, compliance, equipment, and staff. Implements operational policies and procedures to ensure safety and efficiency in all transportation activities. Being a Transportation Manager monitors transportation costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies. Partners with internal and external stakeholders to meet forecasted capacity needs. Additionally, Transportation Manager manages relations with transportation providers to ensure the achievement of required service levels. Requires a bachelor's degree in logistics, transportation, supply chain management, or equivalent. Typically reports to a director. The Transportation Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.   • The Presidio Trust is seeking a Project Manager (Transportation) within the Park Division. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

    The Presidio’s transportation infrastructure includes approximately 28 roadway miles, over 2.8 million square feet of parking areas, over 50 traffic calming installations, a fleet of nine buses and over 25 bus stops. Responsibly managing the Presidio’s transportation infrastructure is critical to achieving the Presidio’s strategic goal of welcoming visitors of all ages, abilities and backgrounds and sustainably managing park resources. The Project Manager - Transportation is responsible for the management of all phases of project development for transportation infrastructure capital improvement projects from project scoping to construction. The Project Manager works with design, engineering, and construction professionals from consultant teams and other Trust departments, and with outside governmental agencies and stakeholders to ensure project goals and objectives are accomplished, and quality standards met while adhering to approved project budgets and schedules.

    Our ideal candidate has demonstrated success in managing complex projects greater than $1,500,000 in the public or private sector. You're detail-oriented, organized, and comfortable managing projects in both the field and the office. You have a drive for excellence, a passion for public land management, strong interpersonal and problem-solving skills.

    This is a four (4) year fixed-term full-time position with benefits and a starting pay range of $126,842 to $150,531. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by May 3, 2024 will receive first consideration.

    Responsibilities

    · Plan, organize, direct and control transportation network capital improvement projects from concept through design and construction. Ensure project goals and objectives are accomplished and quality standards are met within established time frames and funding constraints. Types of projects include but are not limited to intersection reconfiguration, transit facilities, accessibility upgrades to the public right-of-way, roadway and parking lot repaving projects and guardrail replacements.

    · Develop scopes of work, schedules, and cost estimates for procurement of engineering design services and construction contracting services. Evaluate proposals and bids. Participate in contractor selection and contract development.

    · Oversee consultant design of these facilities to develop Issue-for-Bid drawings and technical specifications.

    · Manage projects through construction, including collaboration with Construction Managers, processing change orders, coordination with consultants, providing timely responses to RFIs, monitoring budgets, punch list resolution and project close-out.

    · Review and approve invoices from consultants for design services and contractors for construction. Monitor and report schedule and budget.

    · Submit and guide projects through the Presidio Trust's planning review process to confirm and certify compliance with the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA), as well as the Trust’s internal design review and permitting processes.

    · Ensure designs comply with all applicable standards and guidelines. Ensure consultants and contractors secure required permits and comply with permit conditions. Ensure conformance with applicable standards and guidelines during all project phases.

    · Serve as a subject matter expert on infrastructure construction and maintenance.

    · Investigate issues that arise during construction and collaborate with design consultants and contractors to identify solutions.

    · Analyze, evaluate, confer on, and coordinate the engineering, design, and construction for other park capital improvement projects.

    · Use ArcGIS and StreetSaver to plan projects and update system assets after upgrades are completed.

    · Develop conceptual design studies.

    · Collaborate with the other departments and Utility Project Managers to coordinate utility upgrades in conjunction with roadway and parking lot projects.

    · Collaborate with Transportation Engineer to investigate and respond to requests related to traffic issues, including engineering analysis and design of traffic calming improvements. Oversee the implementation of traffic calming projects by Trust Operations staff and/or contractors.

    · Other duties as assigned.

    Required Qualifications

    · Bachelor of Science degree from an accredited four-year college or university in Civil Engineering.

    · A minimum of eight (8) years of progressive project management experience with four (4) years of in the field of capital project engineering and/or construction.

    · Demonstrated work experience in the design, construction or rehabilitation of roadways and parking lots, as well as design, construction or rehabilitation of sidewalks, bus stops, parking spaces and other public right-of-way elements to meet accessibility standards.

    · Ability to interpret State, Federal and other governmental regulations and assess impact on design, construction, operation, and maintenance.

    · Ability to prepare necessary documents for solicitation and bidding such as a Request for Proposal (RFP), Scope of Work (SOW), Invitation for Bid (IFB), and project cost estimate. Ability to evaluate proposals for consultant and contractor selection.

    · Ability to review specifications, plans, estimates for compliance with adopted standards.

    · Ability to effectively communicate in writing and verbally, and skill in making presentations about assigned projects.

    · Ability to schedule, plan, and effectively lead meetings.

    · Ability to read and interpret maps, plans, and drawings, and to maintain detailed files and records.

    · Ability to effectively present information and respond to questions from managers, stakeholders, and the general public.

    · Proficient with general office computer programs and MS Project scheduling and familiarity with AutoCAD drafting programs.

    Desired Qualifications

    · A passion for the mission and values of the Presidio Trust.

    · Possession of a valid California Driver’s License.

    · Professional Engineers License (PE) in Civil Engineering.

    · Project Management Professional (PMP).

    Background Investigation

    The Presidio Trust has identified this position as subject to an employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license. However, employment in this sensitive position is contingent upon the successful completion of an employment background investigation.
