Summary of Duties The Program Manager oversees the operations of HMONO's transportation services (island-wide). Their responsibility lies in ensuring that the services are conducted in accordance with HMONO's established plans, policies, and budgets, as well as complying with relevant federal, state, and local guidelines.
I. Major Duties and Responsibilities
Management:
- Provide direct supervision and guidance to the Program Coordinator and Transportation Specialists.
- Establish positive, supportive relationships with members of the team. Build and maintain positive working relationships with clients, providers, case managers, agency representatives, supervisors, and office staff from diverse cultural and socio-economic backgrounds.
- Provide strategic planning and direction for the department.
- Responsible for safety, risk, and compliance with HMONO's policies, federal, state, and local guidelines/regulations.
- Manage contract compliance and client relationships.
- Develop and manage the operational budget.
- Assist with contract procurement, operational analysis, and price proposals.
- Investigate, make, and administer decisions up to and including terminations.
- Has overall responsibility for scheduling, performance evaluations, staffing responsibilities, trainings, and documentation in the Electronic Health Record (EHR).
- Work collaboratively with other managers, when necessary, on allocating staffing resources for community events, tasks, and special projects.
- Keep department workflows and procedures current according to industry best practices. Ensure compliance of HMONO's polices with emphasis on state and federal guidelines, health & safety practices, HIPAA, and OSHA.
- Ensure vehicles are maintained, serviced, and fees (license, registration, PUC, etc.) are proactively managed and tracked.
Program Development & Implementation:
- Lead and facilitate the initiative of making the program billable under insurance carriers.
- Conduct quality assurance calls to patients/clients. Provide guidance and feedback to the team for training purposes.
- Engage with transportation staff to ensure outcomes meet programmatic and contractual requirements.
- Create forms, documents, and scheduling for transportation.
- Ensure transportation staff are adequately informed, trained, and developed.
Assessment & Evaluation of services:
- Develop and implement tools to measure, monitor, assess, and evaluate transportation services.
- Develop and oversee data collection processes.
- Assess and evaluate outcomes for efficiency.
- Assess and evaluate the quality of services being delivered and client satisfaction.
- Oversee data collection to ensure data integrity and reporting.
- Work with the team to coordinate and monitor services, including comprehensive tracking of clients' compliance in relation to care plan objectives.
Community Relations:
- Serve as a representative of HMONO at community events, with government agencies, and with other health care professionals.
- Collaborate with other entities regarding client/patient needs through phone contact and meetings to coordinate referrals, networking, service coordination, etc.
- Maintain a professional working relationship with local, state, and national contacts.
- Promote awareness of and interest in HMONO's transportation program.
Strategic Planning:
- Participate in the development of HMONO's strategic plan.
- Provide analysis of transportation data and information to support planning.
- Recommend development and modifications to existing programs to address identified needs.
Fiscal:
- Develop and manage the transportation budget.
- Ensure that transportation needs adhere to approved budgets.
- Ensure all transportation contractual obligations are fulfilled.
Perform other duties as assigned.
II. Knowledge and Abilities Required
- Knowledge of community health issues, chronic diseases, and available services.
- Demonstrated record of successful program development, implementation, and evaluation.
- Demonstrated ability to plan, organize, and carry out a broad range of administrative, programmatic, and management functions.
- Ability to think critically and exercise good judgement in making informed decisions.
- Demonstrated ability to work and collaborate with others internally and externally.
- Excellent written and oral ability to communicate with external and internal contacts.
- Ability to sit and work at a computer for extended periods of time.
- Must be able to lift and carry 40 lbs.
III. Minimum Qualifications
Education
BS or BA in Human Services, Administration, or similar course of study; or AA and 5 years of administrative or program management experience; additional years of experience in a similar position may substitute for education requirements.
Experience
- 2-5 years supervisory experience in a professional setting.
- Experience in program development, project management, scheduling, data management systems, budgeting, finance, and operations.
- Familiar with Microsoft Office systems to include Word, Excel, Publisher, PowerPoint, computerized accounting programs (QuickBooks), and EHR (Electronic HealthRecords); experience in eClinical Works is a plus.
- Must be detail-oriented with strong organizational and time management skills and demonstrated ability to multitask effectively in fast paced environment within resource constraints and deadlines.
- Must possess exceptional interpersonal and collaboration skills.
