Transportation Director directs, develops, and implements overall operations of a transportation network including safety, compliance, equipment, and staff.   • DEFINITION: Piattran's Executive Director reports directly to the Piatt County Board. The Director is responsible for communicating the policies of the Board to consumers and staff members, implementing board policies and overseeing the day to day operations of Piattran including, but not limited to: staffing, grant administration, marketing, public relations, busy\ness development, financial management and resource allocation.

    SUMMARY DESCRIPTION:

    The Executive Director is responsible for the day to day operations of the organization including, staffing, office procedures, communications, conflict management, record keeping, equipment maintenance (both transportation vehicles & equipment and office equipment), building maintenance (office and bus enclosures), and all communication between the Board and staff, consumers, press and other stakeholders. the Executive Director is the primary point of contact for all passengers and regulatory agencies and is expected to stimulate additional transit demand.

    REPRESENTATIVE DUTIES:

    The following duties are typical for this position. May not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below in order to address Piattran's needs and changing business practices.

    • Serve as the liaison between the board and all stakeholders including staff, consumers, the press, governmental agencies, and riders. Ensures all Board policies and procedures are communicated and carried out, prepares or causes to be prepared all documents required by the Board including agendas, notices, policies, reports and communications. Provides information and guidance to the Board members on matters relating to administration, legislation, and operational issues.
    • Serve as the Program Compliance Oversight Monitor (PCOM) for the Transportation Grants that Piattran receives from both the State and Federal Government. Ensure that Piattran provides service coordination when appropriate by creating and updating a public transportation service plan annually.
    • Maintain general knowledge of program activities through staff meetings, general IDOT meetings, and meeting with the general public. Serve on the local Human Services Transportation Planning committee as a voting member.
    • Ensure compliance with 30 ILCS 740, Article III of downstate public transportation act, 92 Illinois Administrative Code 553(h), federal circulars outlining requirements under the Bipartisan Infrastructure Law in 9040.IG program circular, 4220.IF, 5010.IE, and the general FTA website.
    • Gather and submit all documents required for grants monthly, quarterly and annually including but not limited to coordinating public and private provider participation, updating organizational charts, generating annual labor summary, accurately estimating vehicle use and ridership based off historical information, national transit database data, arranging for an annual internal Financial and Compliance audit to be completed by a certified public accountant, monitor and report on all local match sources, ensure matching dollars are generated and reported correctly and accurately, report on the public transpiration account.
    • Attend, coordinate and report on all coordination meetings, generate new initiatives, plan and coordinate public input meetings. Seek financial support from local townships, cities, and municipalities. Develop and review all agency marketing materials including social media and press releases..
    • Monitor all service contract activity, report annually on the cost allocation plan for each service contract, develop and generate new agency service contracts, as well as annual renew the current service contracts.
    • Be the primary point of contact for all complaints, included Title VI, EEOC, and ridership complaints.
    • Track ride denials and reasonings for such denials and develop a plan for future service.
    • Develops and oversees the annual budgets and five-year budget projections. Completes the compilation and analysis of data, forecasting, impact of budgetary decisions, budget narratives, and reporting. Monitors and approves expenditures and implements budgetary adjustments as necessary.
    • Responsible for development, review, revision, implementation and enforcement of all internal policies. Responsible for the implementation, management and oversight of routing/scheduling system. Responsible for maintaining confidentiality of client and program records.
    • Responsible for maintaining appropriate staffing levels and appropriate personnel documentation such as hiring, testing, training, monitoring, evaluation, documentation, grievance procedures and termination.
    • Responsible for the financial well-being of the organization including - grant writing and administration, budgeting, contract negotiations and pricing, payroll and all required reports, purchasing and leasing of equipment, accounts payable and accounts receivables and accurate financial and operating reports.
    • Prepare marketing materials, serve as a community liaison, special events coordination and contract administration.
    • Management of all procurement activities according to various regulatory guidelines including the performance of independent cost estimates, developing specifications, IFB's and RFP's, cost and price analysis, concurrence requirements, and inventory controls; process vendor invoices.
    • Develop, document, and maintain complex statistical information required for reporting to various, city, county, state, and federal agencies in accordance with individual agency guidelines.
    • Other duties as assigned.

    QUALIFICATIONS

    The following generally describes the knowledge and ability required to enter the job or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of:

    • Federal and state transit grant programs including application, administration, and reporting requirements.
    • Principles and practices of public transportation and demand response paratransit programs.
    • Principles of supervision, training, and performance evaluation.
    • Principles of research and report preparation.
    • Grant writing and administration from start to finish.
    • Office procedures, methods, and equipment including computers and applicable software applications.
    • Pertinent federal, state, and local laws, codes and regulations including the basic requirements of the Americans with Disabilities Act.

    Ability to:

    • Perform complex administrative and analytical activities relating to federal and state grant administration.
    • Strong working knowledge of computers and software programs and peripherals.
    • Work with a diverse population both within and outside of the office.
    • Select, train, supervise, and evaluate staff.
    • Maintain complete and accurate records and files.
    • Prepare clear and concise reports.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    EDUCATION AND EXPERIENCE

    A Bachelor’s degree from an accredited college or university preferably in business and a minimum of four (4) years of progressively responsible experience in a not-for-profit organization with the transportation industry is preferred, or any satisfactory equivalent combination of education and experience which demonstrates the knowledge, skills, and abilities required to successfully perform the responsibilities of the job.

    Pay: $65,000.00 - $68,000.00 per year
