    Job Summary

    The position is in the District Department of Transportation (DDOT), Operations Administration (OA), Office of the Chief Operations Officer, Transportation Signals and Lighting Division (TSLD). TSLD is responsible for planning, design, optimization and maintenance of the District's traffic signals, and ITS systems as well as the street, alley, bridge, tunnel, and navigation lighting systems. TSLD designs, installs, and maintains Intelligent Transportation Systems (ITS) infrastructure including signals, Closed-circuit television (CCTV), variable message signs, navigation or weather stations and highway advisory radios for use of the traffic operations and emergency responders.

    The incumbent in this role will serve as a member of the senior leadership team providing a full range of supervisory and managerial function, which includes managing and directing the programs of the Division. Approximately 50 positions will report to this position. In addition, the incumbent will represent the agency both internally and externally on transportation signals and lighting matters.

    Duties and Responsibilities

    Provides overall policy direction and guidance for the Transportation Signals and Lighting Division (TSLD). Plans, organizes, budgets, schedules, directs, coordinates, evaluates, and significantly strengthens the effectiveness of all the division’s activities in developing and maintaining the District's policies and plans. Provides the full range of technical guidance to the staff engaged in long-range and short-range planning, development, and programming of District of Columbia Department of Transportation projects, and in the generation, utilization, and provision of transportation operations.

    Develops procedures for evaluating work products and services. Analyzes organizational issues that arise due to change in situations or that have been identified through reports, quality reviews, assessments or complaints from groups, individuals, elected officials, business owners, visitors or officials from the Federal government or other local jurisdictions. Manages the development of policies that encourage innovative projects and programs to utilize local and federal funds for transportation activities. Works in collaboration with District and Federal agencies related to traffic control and enforcement operations.

    Qualifications and Education

    Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

    Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as experience in electrical systems and civil engineering principles, practices, and guidelines. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Mastery knowledge of Federal and District codes, laws, regulations, policies, and traffic control and enforcement operations. Mastery knowledge of and demonstrated expertise in Public Safety and Security policies, procedures, and strategies. Demonstrated skill and ability to provide administrative and operational support for traffic operations. Knowledge of the mission, organizational structure, transportation operation, principles, policies, regulations, functions, methodologies, concepts, goals, and objectives of the District Department of Transportation.

    A degree is preferred in Electrical Engineering/Civil Engineering/Business Management or a closely related major field of study, plus ten (10) years of related experience, with at least 5 years in a leadership or management role.

    Licenses and Certifications

    Must possess and maintain a valid driver’s license and have an acceptable driving record.

    Public-Private Partnership experience is preferred.

    Working Conditions/Environment

    Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

    Duration of Appointment: Management Supervisory Service (MSS) - at will. All positions and appointments in MSS serve the pleasure of the appointment authority and may be terminated at any time with or without cause.

    Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

    Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.

    Emergency Designation: This position has been designated as an essential employee position under District Personnel Manual's provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

    Incumbent may be required to work weekends, evenings, and in on call situations.

    If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
