The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. POSITION SUMMARY
Manages Training and Development function. Receives directives from senior management and determines how to use resources to meet schedules and goals. Determines and evaluates program practices and recommends initiatives to senior management. Develops the short term strategic and organizational goals of the unit. Represents the program in interactions with internal and external organizations.
Responsibilities

Implements internal and external training strategy which involves enhancing current training materials and creating new hire training programs.
30%
Develops and administers training and development services and programs for UCPath, which involves developing and maintaining course materials for UC location partners. Manages and develops training specialists involved in the development and execution of professional training and development programs.

Anticipates department needs, challenges and opportunities, provides input on short and long- range training goals. Independently resolves administrative and operational issues. Partners with managers across services to assess and identify training needs.

Recommends changes in department staffing, executes recruiting verifying new hires meet standards. Updates job descriptions to maintain accuracy. Conducts performance evaluations and defines development goals. Mentors staff and promotes professional growth and advancement. Implements professional development, continuing education and training initiatives.

Performs other duties as assigned.
Required Qualifications
- 5 years of progressive training and/or content develop experience and 2 years experience managing direct reports.
- Experience in developing training strategy and new hire training programs.
- Proven ability to effectively manage, lead and motivate employees. Strong conflict resolution skills to resolve personnel issues and counsel staff to develop cooperative working relationships.
- Project management and customer service skills to effectively manage multiple priorities in a complex, challenging environment. Demonstrates adaptability and flexibility, anticipates and effectively handles change.
- Strong verbal and written communication and presentation skills to effectively communicate through all mediums and with all groups. Demonstrated abilities to listen actively, persuade, advise, counsel, and influence all levels of staff.
- Proven skills to collaborate within and across departments to coordinate training and development activities and resolve problems. Interpersonal skills to maintain professional relationships with UC location partners, department managers and peers.
- Broad knowledge of training and development concepts and trends. Ability to apply knowledge to meet organization needs, improve operations and achieve business success.
Preferred Qualifications
- Broad knowledge of eLearning techniques, learning software and technology. Business software knowledge should include, ERP software / PeopleSoft 9.2 HCM, SharePoint, learning management system (LMS) and eLearning software, preferably Articulate Storyline, Camtasia, and User Productivity Kit (UPK).
- Proven ability to organize department operations in an efficient and effective manner seeking and implementing process improvements.
- Knowledge of medical center, HR and / or UC policies and processes. Knowledge of relevant compliance issues. Ability to apply policy knowledge to suggest improvements to training and development programs.
Education
- Bachelor's degree in related area and / or equivalent experience / training.
- Advanced degree preferred.
SALARY AND BENEFITS
Salary: The recommended salary range is $104,000 - $125,000. Commensurate with experience.
Payroll Title: Training Dev Mgr 1 Job Grade: 24
