    In addition to base pay, this position is eligible for education incentive pay of 2.5% for a Bachelor's degree and 2.5% for a job-related graduate degree. A wage increase of 4% is effective in July 2024 and a 2% increase effective in July 2025.


    SPECIAL INSTRUCTIONS: All applicants must provide proof of the required education and valid certificate of registration as a civil engineer or traffic engineer issued by the California State Board of Registration for Professional Engineers at the time of application or submit to the Human Resources Department. Applicants with foreign degrees/transcripts must provide U.S. degree equivalency by submitting a credential evaluation report. Applications are incomplete without the required documents and will be disqualified. Applicants are responsible for ensuring all documents are received by the deadline.


    Summary of Duties: To plan, organize, direct, and supervise complex engineering work relating to specialized traffic engineering and transportation planning operations and provide technical review of traffic analysis supporting development projects in the City. 


    Distinguishing CharacteristicsThis is an advanced journey and supervisory level in the professional engineering class series.  Incumbents are expected to perform the most complex professional engineering work requiring a substantial level of professional training and experience with general supervision. Assignments require the exercise of independent judgment and initiative in prioritizing, scheduling, assigning, and coordinating work.  


    Supervision Received and Exercised: Receives general direction from the City Engineer. Exercises supervision over professional and technical personnel.

    1. Performs and manages difficult and complex research, analysis, planning and coordination of City traffic, transportation, and parking operations
    2. Prepares designs, plans, quantities, specifications, and construction drawings for transportation projects
    3. Manages traffic engineering projects within federal, state, and local standards, requirements, and practices
    4. Acts as Resident Engineer for assigned projects
    5. Conducts and provides essential support for the preparation of planning and traffic studies and investigations, including traffic/transportation surveys and traffic accident investigations
    6. Provides oversight of traffic impact studies and reviews Traffic Impact Analysis for City projects or private development projects in coordination with various City departments
    7. Prepares and monitors the annual budget for assigned team and project assigned.
    8. Prepares, processes and administers grant applications and contracts for traffic and transportation engineering projects
    9. Prepares and manages the preparation of staff reports and makes oral presentations at City Council, City Commissions and other boards as assigned
    10. Represents the City at meetings with outside agencies and the public
    11. Selects, supervises, trains, and evaluates professional and technical subordinates
    12. Plans, assigns, directs, and reviews the work of professional and technical staff and manages consultants.
    13. Oversees the City’s Traffic and Transportation Programs
    14. Prepares regular and significant program updates as required by the General Plan Update processes
    15. Works with local Metropolitan Planning Organizations and City consultants on cost-efficient updates and maintenance of the City Travel Demand Model
    16. Supports and advocates for Complete Streets principles and Green Streets creation in the City
    17. Supports alternative transportation modes and transit system development with regional transit agency
    18. Responds to traffic requests including neighborhood traffic calming, school safety issues, and parking analysis
    19. Performs related duties as assigned
    Knowledge of: 
    • Various phases of transportation/traffic engineering, including planning processes and methods
    • Systems planning, evaluation of alternatives, traffic operations, project management concepts, standard traffic engineering practices, and roadway design with a preference for accommodation of pedestrians and bicyclists
    • Pertinent local, State and Federal laws, ordinances, and rules
    • Travel demand modelling, project development and costs, and traffic impact fee development and management
    • Principles and practices of supervision, training, and budget monitoring

     Ability to:  
    • Plan, organize, implement, and direct traffic engineering and planning operations and activities
    • Plan and oversee work of others
    • Analyze situations accurately and adopt an effective course of action
    • Make effective presentations to staff and public
    • Prepare clear, concise, and accurate correspondence and reports
    • Establish and maintain effective working relationships with others
    • Deal tactfully and effectively with the general public, civic and community groups and public officials
    • Communicate clearly and concisely, both orally and in writing
    • Supervise, train, and evaluate professional and technical subordinates
    • Effectively organize workload
    • Promote the mission, values, and standards of an effective public organization, particularly in the area of customer service

    Skills to:  
    • Perform, review, and supervise traffic and transportation operations
    • Operate computers, software applications and printing devices appropriate for this position 

    Education: A Bachelor's degree from an accredited college or university with major course work in civil or traffic engineering or a closely related field.

    Experience: Three (3) years of increasingly responsible professional transportation and traffic engineering experience, including one year of supervisory responsibility.

    Licenses and Certifications: A valid California Driver’s license. A valid certificate of registration as a civil engineer or traffic engineer issued by the California State Board of Registration for Professional Engineers (Traffic Engineer is preferred). Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.

    Physical Demands and Working ConditionsPhysical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, and use telephone, computer, and related equipment; vision sufficient to read fine printed materials and visual display terminals, and to distinguish between different colors for design evaluation purposes; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and reach overhead; physical mobility sufficient to move about the work environment, physical strength to lift up to 30 pounds and carry items of that weight up to 200 feet; mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, and make valid judgments and decisions.

    A combination of outdoor work traveling to locations throughout the City performing field investigations and a business office environment. Subject to sitting at a desk, standing at a counter for long periods of time bending, crouching, or kneeling at files, locating/duplicating drawings, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal while in the office.  Walking on uneven surfaces in all weather conditions while taking GPS data and photography of project sites.
