Oversees the Traffic Department operations which includes the divisions of Engineering (Traffic), Signals, Parking, Signs/Markings, and Permits. Conducts traffic studies and investigations regarding traffic flow and accidents.ESSENTIAL DUTIES & RESPONSIBILITIES

- Responsible for planning, organizing, and directing the overall maintenance and operations of all traffic department operations within the City.
- Analysis the cost of projections and traffic planning for all new and contemplated projects.
- Assigns, schedules, and reviews the work performance of supervisors, and other subordinate employees to ensure duties are performed on a timely basis and are of high quality.
- Conducts and supervises a variety of traffic studies including traffic counts and speed surveys; participates in research related to traffic accidents prevention, signalization needs, traffic counts, and speed studies; conducts site inspections and takes measurements as necessary.
- Supervises collection and validation of traffic volume, vehicle classification, turning movement, origin and destination studies, and related data in a large geographic area.
- May inspects traffic signal installation to assure they adhere to state regulations and codes.
- Analyzes accident patterns at various locations, and prepares reports detailing specific recommendations for improvement.
- Conducts sign inventory to establish number of traffic signs/devices within the City.
- Records scene of serious accidents on City road system through the use of photography and notes to protect the City against tort claims; appears in court regarding accident scenes.
- Reviews preliminary and final plans concerning traffic operation, signs, signals, and pavement markings.
- Develops signal timing optimization plans for traffic signals along heavily traveled arteries so as to minimize vehicle stops and reduce intersection delays; reviews specifications of highway plans for compliance with various laws.
- Handles employees and supervisors concerns and problems, assigns work, counsels staff, and recommends disciplinary and other personnel actions.
- Develops, plans, prepares, and enforces departmental policies and procedures in order to enhance the productivity, efficiency, and effectiveness of the department.
- Develops, prepares, and monitors the annual operating budget of the department.
- Plans, develops, and implements all departmental goals and objectives.
- Reviews and/or approves department expenditures and performs other duties to prevent the over expenditure of budget allocations.
- Signs various documents, monthly reports, and purchase requisitions.
- Makes presentations to the general public, City Administration, and Mayor and City Council.
- Must attending City Council Meetings.
- Projects a positive and professional image of the Traffic Department.
- Assists in maintaining good communication between staff, visitors, and other business contacts.
- Will be required to drive a City vehicle for City business use.
- Performs other duties as assigned.

Knowledge of:
- Knowledge of federal, state, and local laws and ordinances regarding traffic engineering principles.
- Knowledge of the Uniform Traffic Control Devices (MUTCD) Manuel.
- Knowledge of Traffic Engineering Designs for conducing traffic related studies.

Required Education and Experience
- Bachelor's degree from an accredited college or university in Electrical Engineering, Civil Engineering, Construction Engineering, Computer Science, or Architectural Engineering.
- At least seven (7) years of professional engineering experience which includes two (2) years in a supervisory capacity.
Required Licenses or Certifications
- Licensed Professional Engineer (P.E.) in the State of Texas must be obtained within eighteen (18) months of employment. Continued employment is contingent on successfully obtaining the required certification(s) or license(s) within the specified period of time indicated above from the time of hire.
Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
