Traffic Clerk provides administrative and clerical support to the traffic operations function of an organization. Responsible for all aspects of routing, shipping, logging, and tracking of inbound and outbound orders. Being a Traffic Clerk contacts transporters for freight pick-up and ensures that cargo is routed appropriately. Communicates changes to routing and timelines. Additionally, Traffic Clerk prepares and processes bills of lading (BOL) and other shipping documentation. Requires a high school diploma or equivalent. Typically reports to a supervisor. The Traffic Clerk works under moderate supervision. Gaining or has attained full proficiency in a specific area of discipline.     Nature of Work
    The Traffic Operations Engineer is a professional level position responsible for civil engineering work for public infrastructure projects. Responsibilities include, but are not limited to: conducting traffic investigations and writing reports, performing and managing traffic operations studies, providing recommendations, and creating work orders for implementing solutions in conformance with the Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD).  

    Employees regularly communicate and collaborate with consultants, designers, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems, but informing the supervisor of unusual or controversial problems. This position is directly involved with various departmental and divisional efforts and City endeavors in providing a safe and efficient transportation system. 
     
    Pay: The 2024 starting salary range is $91,918- $108,139 per year, depending on qualifications with advancement to $135,175.

    The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.  

    *Serve as project manager for traffic, transportation and parking capital improvement projects.
    • Develop project scopes, prepare requests for proposals, and administer consultant contracts for traffic, transportation and parking design and construction projects. 
    • Manage internal and/or consultant design team. 
    • Ensure technical feasibility and conformance with applicable municipal, county, state, and federal standards, permits, ordinances, laws and other regulations. 
    • Organize and facilitate neighborhood meetings during the design and construction phases as necessary. 
    • Obtain required permits for the construction of capital improvement projects. 
    • Manage the scope of work, budget and schedule for each assigned capital improvement project. 
    • Communicate project-related information to consultants, contractors, neighbors, governmental agencies, Public Works Department staff, and elected officials as appropriate. 
    • Maintain current and accurate records for each project.
    • Manage project construction.
    • Negotiate, prepare, and obtain City Council approval of construction documents.

    *Provide internal and external customer service and represent the Public Works Department in relationships with service providers, citizens, and other agencies.
    • Respond to inquiries, complaints, and requests for information regarding unsafe or undesirable traffic conditions, and parking issues and services.
    • Assist and coordinate with other City departments on contracts, claims, appeals, and other matters.
    • Represent the City regarding parking and traffic issues and act as a liaison between other governmental agencies as assigned.
    • Conduct presentations and trainings on complex and technical information to City Council, Commissions, neighborhood groups, and professional organizations.
    • Develop and maintain positive and effective working relationships with all customers, other government agencies, and City staff.
    • Develop temporary traffic control plans for City projects, and review temporary traffic control plans for right-of-way obstruction permits.
    • Under direction of the supervisor, review and respond to special event requests such as parades, marathons, fund raising events, and other events that require the use of the City's transportation system.
    • Perform, evaluate, and recommend engineering analyses of traffic and street lighting activities, traffic control systems, traffic flow conditions, crashes, problems, complaints, conflicts and remedial possibilities and assists with preparation of investigations and reports.
    • Assist with all aspects of the City's traffic/transportation related programs such as: The Neighborhood Traffic Management Program, and The Residential Permit Parking Program.
    *Design and review transportation engineering projects, including specifications for traffic signals, traffic signs and markings, street lighting, channelization, traffic calming measures, and parking facilities. 
    • Plan, and design for ADA Transition Plan projects and upgrades.
    • Manage various civil engineering activities related to planning, designing, construction, reconstruction, utility coordination, inspection, and maintenance of various traffic engineering projects.
    • Assist in the review of street layouts, designs, traffic impact reports, and other reports for new developments.
    • Coordinate traffic control/detours for major street and highway projects for the City or other agencies.
    • May undertake signal timing and other operational projects.

    Perform other related duties as required.   
    * ESSENTIAL JOB FUNCTIONS Education and Experience 
    A Bachelor's degree in civil engineering or closely related field from an accredited four-year college or university and a minimum of two (2) years of experience in municipal engineering or related field.

    Licenses and/or Certifications 
    Valid Driver's License
    EIT/FE Certification
    A Professional Engineer's license with the State of Minnesota within six months of hire.

    Desirable Qualifications
    Professional Traffic Operations Engineer Certification. 
    Experience using traffic simulation software such as Synchro, SimTraffic, VISSIM, or similar. 

    KNOWLEDGE, SKILLS AND ABILITIES 
    Knowledge of: the engineering principles and practices of transportation engineering applicable to the projects assigned; the laws, ordinances, governmental regulations and specifications that pertain to traffic controls and devices; the principles and application of work zone safety.  

    Skill in: communication and public relations; developing and maintaining effective working relationships; and conveying and understanding of database and GIS software.  

    Ability to: independently make complex decisions; understand human behavior to recognize how traffic control devices and features on the roadway will be interpreted by drivers and pedestrians; establish and maintain effective working relationships with the public, school district, county and state staff, consulting engineers, and various City groups.
