    General Statement of Duties

    Under the supervision of the Water/Wastewater & Engineer Manager, this position is responsible for planning, directing, and managing the personnel responsible for the operation, maintenance, and repair of the water and wastewater treatment facilities. Oversee and monitor the operation of the water and wastewater treatment facilities. Responsible for ensuring compliance with local, State and Federal regulations. Provides administrative support and assistance to the Water/Wastewater & Engineering Manager. Support the mission statement of Brookings Municipal Utilities.

    Typical Duties and Responsibilities
    1. Supervises and directs the activities of workers engaged in the operation and maintenance of the water and wastewater plants.
    2. Responsible for oversight and coordination of BMU Industrial Pretreatment Program.
    3. Direct the operations and maintenance requirements of the water/wastewater plants which includes monitoring equipment and systems to detect any issues or abnormalities, taking preventative or corrective action as necessary to ensure optimal plant performance.
    4. Develop and implement safety protocols. Ensure employees are provided with the necessary safety training to prevent, detect, and correct unsafe conditions. Foster a culture of safety and compliance among plant personnel.
    5. Review, evaluate, and maintain accurate records of plant operations, including, but not limited to, production data, maintenance logs, and regulatory reports. This includes State and Federal reporting and pretreatment program oversight.
    6. Assist in the development of long term and short-term financial forecasts for all water and wastewater operations.
    7. Monitor, review, and conduct laboratory tests on various water and wastewater samples and interpret results to ensure compliance with state and federal regulations. Coordinate with regulatory agencies as required.
    8. Responsible for oversight and coordination of Student Operators and activities within the lab.
    9. Responsible for oversight, coordination, and work assignment of Water/Wastewater standby group.
    10. Operates and maintains water and wastewater control systems.
    11. Assist with coordination of water and wastewater plant projects as needed with other BMU and City Departments, including the City Engineer.
    12. Assist with preparation of equipment specifications and material purchases for various water and wastewater plant projects.
    13. Assist with inspections and monitoring water and wastewater plant construction projects for compliance with plans, specifications, and regulations. Report progress as necessary to BMU Management.
    14. Assist with Developer and Contractor interaction to ensure the proper planning, design, and assessment/cost recovery of water and wastewater plant projects.
    15. Prepare and perform studies and analysis as directed.
    16. Purchases materials and equipment to maintain inventory.
    17. Supervise plant operators and maintenance personnel, providing guidance, training, performance feedback. Recommends personnel activities such as hiring, training, and promoting.
    18. Establishes work procedures, schedules, and monitors the same.
    19. Assess training needs and recommend company sponsored training opportunities.
    20. Responsible for maintaining effective communication and relations with customers while representing Brookings Municipal Utilities in a positive and professional manner at all times.
    21. Safely operates assigned company vehicle and ensures that it is maintained according to company specifications.
    22. Performs duties in a manner consistent with safe practices.
    23. Performs other duties as assigned.

    Minimum Qualifications

    To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    Education and/or Experience

    1. Bachelor’s degree in environmental or civil engineering or related field or any applicable combination of education, experience, and training as may be acceptable to the hiring authority.
    2. Possession of or ability to obtain a Class III Water Treatment and Class IV Wastewater Treatment certificate.
    3. A minimum of three (3) years’ experience in water treatment or wastewater treatment operations, with progressive responsibility.
    4. Must have thorough knowledge of principles, practices, equipment, and methods used in water and wastewater treatment.
    5. Excellent leadership, communication, and interpersonal skills.
    6. Understanding of basic financial principles.
    7. Knowledge of or demonstrated ability to learn Federal, State and Local Law, regulations, and policies.
    8. Ability to understand and analyze utility operating systems and perform related analytical functions to make recommendations.
    9. Must have ability to prepare detailed reports and maintain records.
    10. Possess a working knowledge of various computer programs.
    11. Ability to supervise and direct personnel, plan, and organize work and to analyze and solve problem situations.
    12. Ability to establish and maintain effective working relationships with co-workers, officials, and the general public.

    Language Skills

    1. Ability to communicate clearly and effectively, both orally and in writing.

    Certification, Testing and Examination

    1. Possession of a valid driver’s license.
    2. Possession of a Class III Water Treatment and Class IV Wastewater Treatment certification.
    3. Other such testing as deemed necessary by Brookings Municipal Utilities.
