Total Quality Manager manages the implementation, administration and measurement of total quality management programs, including Six Sigma initiatives. Leads teams to provide training, tools, and logistical assistance for quality initiatives. Being a Total Quality Manager oversees development of new testing tools, and measurement methods and systems to ensure products and services meet quality standards. Requires a bachelor's degree. Additionally, Total Quality Manager typically reports to a senior manager. The Total Quality Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Total Quality Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     State and Federal Contractor looking for an experienced Construction Quality Control Manger (CQM). Individual must be a punctual, dependable, self-motivated, team player with a strong awareness of quality and safety.
    QUALIFICATIONS
    • Graduate of 4 year accredited college or university program in engineering, construction management, or similar.
    • Minimum of 10 years’ experience as a Project Superintendent, QC Manager, Project Engineer.
    • Minimum 4 years recent experience as Contractor QC Manager.
    • Recent experience on Projects governed by U.S. Army Corps of Engineers EM 385-1-1 Safety and Health Requirements.
    • Maintain current USACE CQM management certification.
    • Have valid driver’s license and reliable transportation.
    • Ability to pass NAVY security screening to obtain access to NAVY facility.

    RESPONSIBILITIES
    • Implement and Manage the Contractor Quality Control program per Company and Project Owner (NAVFAC) requirements including, but not limited to:
    • Required to facilitate on-site weekly project meetings and routine pre-work meetings with Contractor team, subcontractors, and Owners representatives.
    • Manage and coordinate the CQM 3-phases of control and documentation.
    • Responsible coordination and reporting for all submittal, inspection, testing requirements.
    • Act as Owner–Project Manager intermediary. Excellent communication, organizational, decision making/problem solving skills are essential.
    • CQM oversight for the following subcontractor performed scopes:
    • Site Civil – Excavation, Paving, Landscaping
    • Electrical – Underground duct banks, installation of new exterior and interior electrical gear, tie-in and commissioning of new power plant electrical systems.
    • Utility Piping Systems - Exterior
    • Project Duration approximately 12 months
