    Position Location:

    This position is located in Los Alamos, New Mexico.

    Summary:

    The Organizational Development Program Manager is both strategic and hands-on and will be an integral part of the N3B HR organization. This position reports to the HR Director and provides deployed organizational and leadership development across the N3B organization in coordination with the Mission Excellence organization.

    The successful candidate will be responsible for ensuring that the appropriate systems and processes are in place in the human resources organization to promote employee performance, productivity, alignment, and engagement. For example, leveraging performance management processes to build stronger relationships between supervisors and employees while driving performance improvement across all team members; providing leadership training to our supervisors; and creating feedback loops through employee surveys, action planning, roundtables, and town hall meetings to promote open and transparent communications connecting leadership to the heart of the workforce. These collective efforts, among others, are designed to create an exceptional employee experience and positive work environment where all employees feel valued and committed to achieving key project goals.

    Essential Duties/Responsibilities (may include, but are not limited to):

    • Defines, designs and implements organizational and leadership development programs to ensure programs integrate vertically and horizontally across organization.
    • Defines improvement projects aligned with business strategies.
    • Analyzes improvement programs and potential results.
    • Facilitates and coaches improvement teams.
    • Establishes and maintains performance metrics to measure program success.
    • Installs process excellence supports for program governance, project reviews, communications, training, certifications and rewards. May have six-sigma certification.

    Minimum Qualifications (Knowledge, Skills, Abilities):

    • Demonstrated experience implementing organizational change and workforce improvements.
    • Ability to take accountability for ideas from inception to delivery, in an environment that requires robust metrics to confirm success.
    • Experience leading, designing, implementing and monitoring organizational and leadership development programs.
    • Independently conduct on line and in person customized N3B Human and Organizational Performance HPI Training (Critical HPI).
    • Ability to become certified in organizational development tools, including DISC, Strengths Finder and 360 Degree Assessments and Accountability workshop facilitation.
    • Ability to consult with internal managers and external consultants on unit or division level projects.
    • Performs organizational assessments using a variety of proven methods to identify and solve complex organizational problems/opportunities.
    • Reviews organizational design and structure with consultants to optimize work and outcomes.
    • Develops collaborative partnerships with key internal and external customers.
    • Utilizes culture transformation tools and tactics to enhance the culture of assigned areas.
    • Designs Organizational Development interventions based on data collection and analysis.
    • Strong analytical, project and product management skills, including a thorough understanding of how to interpret business needs and translate them into operational requirements.
    • Excellent verbal and written communication skills and the ability to interact professionally with a diverse population and all levels of management.

    Education and Experience Required:

    Level 4:

    Bachelors’ degree combined with 10 years’ relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

    Education Equivalency: 2 years of relevant experience for 1 year of college.

    Level 5:

    Bachelors’ degree combined with 15 years’ relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

    Education Equivalency: 2 years of relevant experience for 1 year of college.

    Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

    Level 5:

    Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.

    Working Conditions and Physical Requirements:

    Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated.     While working to achieve N3B LLCC objectives, the Organizational Development Program Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain an L level Department of Energy security clearance.
