    Position Summary


    Under the direction of the Director of HR, develops, manages, implements, and evaluates agency-wide training and organizational development programs and processes to ensure compliance and accomplishment of agency goals. Builds and implements a comprehensive learning and development system in alignment with OCDC’s strategic direction. Ensures agency-wide organizational development programs and services offered to employees are aligned, including organizational competency framework, leadership & employee development., performance management, change management, onboarding, employee engagement & retention, and other organizational effectiveness programing.

    Oversight includes agency-wide leadership and employee learning & engagement program design and execution, learning materials, resources, manuals, and web-based media. Manages and implements projects and initiatives to ensure consistency with agency-wide training and organizational development goals and objectives, strategies, and commitments. Ensures that OCDC’s learning and organizational development objectives are measurable and effective.


    Education And Experience Requirements

    • Bachelor’s degree in adult education, organizational development, instructional design, or related field; AND
    • Eight years of work experience managing complex learning and organizational development programs in an organization of a similar size and scope, with five years in a supervisory role.
