    What You’ll Do: 

    The Junior Legislative Affairs Support STO will proactively work with DSCA and other stakeholders to facilitate the development of complex Congressional responses and requests for information (RFI) across organizational equities. In addition to, review, coordinate, document, and edit Congressional taskings and correspondence, including Member and Staffer requests for information; briefings; transmittals; notifications; reports; and Statements of Administration Policy. Besides strong writing skills, you will be adept at journalistic writing, have strong attention to detail, and be a self-starter.


    Responsibilities Include, but not limited to:

    • Provide review of all Congressional reports, Congressional notifications, and relevant letters to ensure they adhere to agency formatting and style guide requirements.
    • Perform research on legislative proposals, draft and final legislation, reports, Member interests, and other Congressional products to ensure the agency grows its stake in this area and remains well informed of its responsibilities.
    • Directly support and advise the DSCA Director, Deputy Director, Chief of Staff, Deputy AD for Strategic Outreach, and the Strategic Outreach Directorate on the agency’s legislative priorities, particularly as they pertain to DSCA and the Department of State’s committees of jurisdiction.
    • Facilitate the development of and support drafting well-reasoned documents (e.g. legislative proposals, appeals, etc.) that advance Security Cooperation initiatives in Congress.
    • Provide administrative and logistics support for STO’s Legislative Affairs Cell (including but not limited to SharePoint management, security clearance passage, report tracking, coordination with primary and support offices on various issues, dashboard updates, calendar maintenance, document library maintenance, sending points of contacts signed delivery records following Congressional transmittals, logistics, mailings, and timely responses to Congressional tasks/ assignments as tracked through DoD’s task-tracking system).
    • Support engagement with various stakeholders within the Executive Branch to ensure alignment of legislative interests across major Security Cooperation policy organizations.
    • Attend meetings with stakeholders (as appropriate) and provide timely notes.
    • Ensure Agency products adhere to formatting and style requirements.
    • Act as a DSCA FO/DAG/STO courier for unclassified and classified material, which this will require travel within the NCR.
    • Work daily with other contracted service providers on communication initiatives, including contracted employees covering STO’s public affairs, graphic design, strategic communications, and administrative equities.
    • Support and take direction from DSCA’s STO Deputy Assistant Director and STO’s.

    Requirements

     Five (5) years applying a working knowledge of the U.S. Congress, the annual legislative cycle, and Congressional processes to develop the National Defense Authorization Act and the annual Defense Appropriations Act.


    Compensation:

    There are multiple factors that we considered in determining final pay for this position, including, but not limited to, relevant work experience, skills, certifications, and competencies that align to the specified role, as well as contract provisions regarding labor categories that are specific to the position. The salary range is $100 – 120k. 


    Security Clearance Requirements:

    A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information, namely, a Secret Clearance.  This requires you to be a US citizen or permanent resident.
