Position Summary
Panagora seeks a full-time KM/CLA Advisor
based in the District of Columbia, Virginia, Maryland (DMV) area for a large USAID-funded global health security
(GHS) project. The Advisor will have overall technical and management
responsibility for designing and executing knowledge management (KM) and
collaborating, learning, and adapting (CLA) activities, with the goal of integrating routine knowledge management and continuous collaborative learning
into global, national, and sub-national infectious disease detection and
surveillance systems. The Advisor will lead KM/CLA assessments, strategies, and platforms
globally and at country levels; will support the design and ongoing content
development for project website; conceptualize and deliver global learning
exchange activities, events, platforms, and communities of practice; document project priorities and successes; develop CLA methods and tools for adaptation and use by
country teams.
This
position is contingent upon award.
Primary Responsibilities
- Responsible
for the design and implementation of the activity’s learning, knowledge
management, and communications strategies to advance the contract’s vision,
mission, and mandate.
- Support the
design and execution of comprehensive learning, KMC, and CLA strategic
frameworks, activity plans, systems, and tools based on state-of-the-art theory
and practice to guide the activities and increase the project’s
visibility.
- Provide oversight and guidance to country-level KM/CLA efforts,
fostering collaboration and sharing of best practices and lessons learned
between project countries
- Support the
development and integration of CLA processes and practices to facilitate
program-level collaboration; create, capture, organize, share, and apply
knowledge; learn from evidence; and, ultimately, manage adaptively.
- Support the design and implementation of a digital
engagement strategy and relevant social media accounts, including defining key
metrics and required reports, identifying and refining content for
dissemination, and evaluating content performance across channels to adapt and
maximize engagement and impact.
- Oversee and
manage staff, consultants, and vendors hired to provide services and support
across responsible areas.
- Serve as a
facilitator or co-facilitator of program-level discussions for and among
partners regarding KMC, learning, and adaptive management.
- Ensure
scope and activities comply with USAID branding and marking policies.
Requirements
- Senior level expert with training in social or economic sciences,
communication, education, monitoring, evaluation, learning or related areas.
- An advanced degree in one or more of the following areas is
desirable: Knowledge Management, Communication, Development Communication,
International Relations, or other relevant fields.
- A minimum of ten (10) years of specific experience in knowledge
management with USAID, other international development agencies, and/or
bilateral entities, including progressive experience implementing and monitoring KM or
learning strategies and actions for public health initiatives, preferably
within global health security.
- A demonstrated understanding of and strong skills in the design of
digital strategies and KM systems.
- Experience
advancing KM and adaptive learning across multiple components of the KM cycle:
knowledge capture, curation, synthesis, dissemination, storage, and use.
- Demonstrated excellence working with
technical staff to produce key communications and learning products for USAID,
including learning agendas, CLA materials and tools, stories, videos, data
visualization, presentations, webinars, and technical briefs.
- Familiarity
with USAID public health programming, especially USAID’s approach to health
security.
- Ability to effectively collaborate with a variety of stakeholders
and resolve their needs and concerns; experience working
cross-culturally with diverse program teams, home office staff, international
staff, expert consultants, USAID staff, in-country partners.
- Demonstrated facilitation and qualitative research skills.
- A professional demeanor that is open to the ideas of others and
demonstrates humility and adaptability.
- Willingness to travel internationally.
- English fluency required;
proficiency in language(s) other than English preferred, particularly French
and Portuguese.
