      $106,619 - $148,157

      SUMMARY OF POSITION
      Under the direction of the Superintendent, the Executive Director of Human Resources performs work of substantial difficulty in providing leadership and direction to the overall operation of the District Human Resources Department; recruit, select and retain quality staff; assure compliance with legal requirements; provide leadership for labor relations and manage collective bargaining agreements. Oversees and directs the District’s Facilities, School Nutrition, and Transportation departments. Works closely within a team of four Executive Directors to plan, organize and direct to carry out the district’s Strategic Plan. Keeps the Superintendent informed and works cooperatively with all other administrators in school and district-related matters. Plans for and leads appropriate professional meetings. Provides professional development for administrators throughout the year.


      RESPONSIBILITIES AND ESSENTIAL FUNCTIONS
      • Oversees the recruitment and selection of full-time, part-time, and all temporary staff in consultation with appropriate administrative and supervisory personnel.
      • Maintains and screens application files of prospective candidates for position openings.
      • Certifies salary placements of all employees to the Director for Business Services.
      • Monitors and assists staff with issuance and renewal of teaching endorsements as well as assess courses applicable for salary schedule credit.
      • Plans, develops, and revises human resources’ policies and procedures in accordance with legal requirements and sound management practices for submission to the Superintendent and the Board for adoption.
      • Maintains current knowledge of governmental statutes, regulations, and rules relating to human resources management, and advises staff of such provisions of law.
      • Interprets and coordinates the District’s program of evaluation for post-probationary probationary, temporary, part-time, and substitute licensed personnel.
      • Provides assistance to supervisors relative to all due process matters involving discipline, grievances, arbitration, and/or dismissals along with assisting in validation of documentation and applicability of appropriate statutes and policies.
      • Develops and maintains a system for personnel records to assure a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotion, and evaluation of personnel
      • Submits necessary personnel-related reports to the Board and to state and federal agencies.
      • Interprets and assists staff with the implementation of Board policies and bargaining unit
      • Contract provisions relating to salary, salary deduction, assignment, transfer, evaluation, working hours, professional growth, early retirement, leaves, illness and absence regulations, and resignations.
      • Prepares items for the school board agenda which deal with personnel actions including matters to be heard in closed session when requested by the Superintendent.
      • Conducts personnel-related research, as required to support policy recommendations or improved human resources management practices.
      • Coordinates and serves as the Board of Trustees’ representative in the negotiation process with the represented staff as directed by the Superintendent.
      • Develops job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions.
      • Prepares and maintains statistical information on all personnel and submits the necessary statistical reports to the Nevada Department of Education and the Board.
      • Communicates with the Superintendent on a regular basis, for the purpose of continually reviewing human resources’ procedures and keeping the Superintendent informed on all matters relating to personnel.
      • Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management, and advise supervisors on difficult or sensitive personnel issues.
      • Receives, reviews, and processes requests for transfer in accordance with transfer regulations and the needs of the District.
      • Supervises the District’s Facilities, School Nutrition, and Transportation Departments.
      • Performs such other duties and assume such other responsibilities as the Superintendent may from time to time assign.

      NON-ESSENTIAL FUNCTIONS
      Perform related duties as assigned.

      WORK CONTACTS
      Frequent contact with district officials, administrators, other district staff, parents, other agencies, and the public to provide and obtain information, resolve complaints, provide explanations, and to persuade. Contact with subordinates to manage and coach.

      REQUIRED KNOWLEDGE, SKILLS & ABILITIES
      Contract management, contract negotiations, and contract interpretation including establishing positive relationship with employee groups required; applicable laws, regulations, and emerging practices pertaining to assigned responsibilities, including current issues and trends in education and human resource activities; State of Nevada and federal regulations and policies regarding personnel matters and employment, civil rights, Title IX, student discipline; supervisory methods and practices in the areas leadership and instructional frameworks; specifically the Nevada Educator Performance Framework (NEPF)

      SUPERVISION RECEIVED
      Work is performed under the administrative direction of the Superintendent who will annually evaluate the performance of the Executive Director of Human Resources. Work is reviewed through conferences and reports relating to accomplishment of broad program objectives and effectiveness of service delivery.

      SUPERVISION EXERCISED
      Directly supervises and evaluates the Director of Facilities, Director of School Nutrition, and the Director of Transportation, as well as district staff within the programs managed.

      CONDITIONS OF WORK
      Work is performed under the following conditions:
      • Exposure to climate-controlled office settings to outside weather with temperatures ranging from mild/moderate to extreme cold/heat.May involve exposure to noise levels ranging from moderate to very loud and occasional to frequent time periods.
      • May involve work in crowded environments.

      ACCEPTABLE EXPERIENCE AND TRAINING
      Five (5) years of principal experience preferred and college education (Master’s Degree) in educational leadership or related field; or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work.

      LICENSES/CERTIFICATES
      • Must possess a valid Nevada Teacher’s license.
      • Must possess a valid Nevada School Administrative endorsement.
      • Must possess a valid driver’s license that allows the applicant/employee to legally operate a motor vehicle in Nevada.
