    Position Summary:

    Reporting to the Assistant Vice Chancellor of Human Resources & Labor Relations, the Executive Director of HR Operations oversees all transactional components of Human Resources from employee onboarding, benefits and retirement, data management, leave management, HRIS systems (CORE-CT and other technological solutions), and payroll. The Executive Director ensures compliance with applicable laws, policies, procedures, regulations, and collective bargaining agreements.

    Example of Job Duties:

    Under the direction of the Assistant Vice Chancellor of Human Resources & Labor Relations, the Executive Director of HR Operations is responsible for managing and overseeing the day-to-day operations of the HR Operations department, including: ensuring appropriate onboarding paperwork is completed and processed; processing of benefits and retirement enrollment and administration; data input, management and data integrity; data reporting and analytics; timely completion of biweekly payroll; the successful transmission of payment data to the State of Connecticut; the appropriate dissemination of data to related agency systems; and the accurate completion of all HR data transactions for all agency employees through effective performance in these essential duties:

    • Manage and oversee the day-to-day operations of the HR Operations department to ensure accurate processing of all employee related transactions. Plan, organize, and direct related projects and activities to support all transactional processes. Identify technological solutions or improvements to support the work of the department and beyond.
    • Ensure compliance with all applicable laws, regulations, collective bargaining agreements, internal guidelines, and CSCU and state policies and procedures.
    • Establish and implement short and long-term organizational goals, objectives, and operational procedures; monitors and evaluates effectiveness; implements changes for improvement.
    • Develop and monitor metrics to measure and manage service levels and business risks and provide reports to agency leaders/other stakeholders to inform and improve decision making.
    • Develop, implement, and oversee staff training initiatives for all HR Operations stakeholders and employees.
    • Develop business process documentation and workflow for all functional areas within the department. Develop and disseminate appropriate communications to the CSCU respective communities related to the functions of the department.
    • Formulate and recommend HR operational policies.
    • Hire, train, supervise, and evaluate staff; maintain a work environment that encourages professionalism, supports growth and development, and provides appropriate training opportunities.
    • Develop and implement mechanisms, technological and otherwise to support expedient resolution of management and operational issues affecting faculty, staff, and students.
    • Establish work priorities and workflow for the department; work collaboratively with other departments and agencies to establish shared work priorities and implement joint solutions where applicable.
    • Serve as a resource to staff members, academic departments, Office of the State Comptroller, outside state agencies, employees, and other related parties concerning relevant State and Agency policies and procedures, and collective bargaining provisions.
    • Participate in agency-wide projects that impact HR transactional services and/or support strategic initiatives of other departments.
    • Develop and engage in outreach activities to train departments/campuses/communities on policies and procedures, and to promote departmental initiatives.
    • Develop and oversee the department's budget, establish budgetary priorities, and maintain sound fiscal management; authorize and approve all expenditures.

    Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

    Minimum Qualifications:

    Bachelor’s degree in Human Resources, Finance, Business Management, or related field with five (5) years of professional experience in human resources operations, including benefits, and payroll experience with large and complex HRIS management systems. 

    Incumbents are required to have demonstrated advanced knowledge and abilities in the following: 

    • Experience serving in a leadership role managing staff. 
    • Payroll, human resources, and benefits laws and regulations.
    • Excellent supervisory and management skills.
    • Strong ethics and ability to maintain a high level of confidentiality.
    • Ability to analyze and interpret laws, regulations, policies, and collective bargaining agreements, strategically plan including succession planning and aligning human resources to agency goals and objectives, and recommend and implement agency-wide policies.

    Preferred Qualifications:

    • Master’s degree in Human Resources, Finance, Business Management, or related field.
    • Experience in higher education.
    • Experience with collective bargaining and unionized employees.

    Salary:

    $157,974 to $197,467 plus excellent State of CT medical insurance, retirement, and related fringe benefits. Salary is negotiable based on experience.
