    The Vice President, Financial Administration performs professional purchasing duties for standardized or specialized materials, supplies, services and equipment; analyzes and develops technical specifications. Ensures that the business and operational aspects of procurement are effectively and efficiently developed and carried out in compliance with all federal, state and local requirements to foster inclusion of all business operators; provides technical assistance to senior management.

    Responsibilities

    Essential Duties and Responsibilities:

    Include but not limited to the following. Other related duties may be assigned.

    • Investigates sources to determine availability and projects cost for requested goods and services; compares possible supply sources to ascertain most advantageous method of procurement at the least cost and best delivery time.
    • Develop and maintain the Master Schedule for all projects within the CIP for planning, design, and construction projects.
    • Participate in the coordination of activities necessary to prepare, execute, process and track the performance of contract and related documents for CIP projects.
    • Analyze project budgets, funding, contract and payment status and contingency with Project Managers and finance staff.
    • Compile the fiscal year CIP Budget including funding source for project cost and description of project for fiscal budget package.
    • Compile the five year CIP budgets as required by the State and the Federal Aviation Administration (FAA).
    • Work with finance staff on various funding mechanisms for projects such as bonding, commercial paper, grants, and other creative funding sources.
    • Manages the coordination with FAA personnel and RIAC regarding the timing and preparation of grant applications for FAA-programmed capital projects.
    • Manages grant application process to ensure specific project scope, schedule and budget information in the FAA grant applications is consistent and concise.
    • Ensures federal grants are monitored to maintain compliance with Grant Assurances.
    • Ensure all reporting requirements are satisfied correctly and timely.
    • Manages grant closeout process to ensure all federal obligations are met and all relevant documents are received and filed in the approved manner.
    • Manage and maximize the use of Grant funds where applicable for RIAC projects and operations.
    • Resolves purchasing problems, including complaints, price disputes and delivery issues, recommends appropriate action to rectify the situation and achieve resolution.
    • Receives and reviews purchase requisitions for accuracy and adherence to policies and procedures of RIAC.
    • Interviews suppliers to gather information relative to price, product, quality, delivery, service, and negotiable discount programs; analyzes state contracts for opportunities offering volume discounts for cooperative buying; evaluates quality and price of products to judge suitability of goods and alternatives offered.
    • Acts as a liaison between RIAC and suppliers; communicates concerns and problems to suppliers; resolves merchandise complaints; negotiates adjustments and change orders to purchase orders.
    • Procures equipment, materials, supplies, and services ranging from routine to complex in nature in accordance with established procedures utilizing a purchase order.
    • Develops and maintains a variety of records, databases, and files; prepares financial and statistical reports relating to purchasing activities and expenditures including Federal and State reports; composes correspondence and memoranda.
    • Prepares bid documents with terms, conditions and specifications for products or services for publication; advertises requests for bid or requests for proposal to attract likely suppliers; opens all bids submitted in a public forum; reviews and evaluates the merits of each bid in order to make recommendations for preferred suppliers to management.
    • Researches market conditions, business developments, economic trends, materials, availability and related factors to develop comprehensive technical specifications and service contracts.
    • Represents and conducts self in a professional manner. Maintains and supports a high level of customer service to peers, partners and passengers. Develop annual (DBE) Disadvantaged Business Enterprise plans for the CIP and the Concession program for submittal to and approval from the FAA.
    • Facilitate the collection and reporting of DBE data from all CIP projects.
    • Ensure all required actions and procedures are followed by RIAC, its contractors and concessionaires.

    Supervisory Responsibilities:

    • This position directly supervises the Assistant Chief Financial Officer and the Financial Analyst and Administrator.  Responsible for directing work flow and any disciplinary action.

    Qualifications

    Education/Experience:

    • Bachelor's degree from an accredited college or university in Finance, Accounting, Business or related financial field with at least three (3) years in experience in a comprehensive procurement role with an increase level of responsibility and authority.
    • At least five (5) years of experience working in a similar role at a commercial airport.
    • CPA and/or MBA preferred.

     

    Qualifications:

    • Ability to develop and analyze planning and construction schedules and cash flows. 
    • Demonstrate strong analytical skills. 
    • Proficient in Microsoft Office Suite, including Excel, as well as a working knowledge of databases. 
    • Demonstrate effective verbal and written communication skills. 
    • Knowledge of the FAA funding programs, including AIP and PFC a plus.
    • Possess the ability to work with consultants, the FAA, permitting agencies, and other planning, engineering, architectural and environmental professionals.
    • Ability to pass the required Department of Homeland Security background investigation and maintain as a condition of employment.
