    Job Description:

    APPOINTMENT: The position of Executive Director of the Quad Cities Manufacturing and Innovation Laboratory (QCMIL) of the School of Engineering and Technology at Western Illinois University (Quad Cities campus) will begin on April 1, 2023; or a mutually agreeable date to be negotiated.

    RESPONSIBILITIES:

    QCMIL serves as a catalyst for economic development and technology transfer in the Quad Cities area and beyond. It assists manufacturers to develop cutting-edge technologies and processes to remain competitive and at the forefront of innovation in their industries. At the same time, QCMIL's internship opportunities ensures a pipeline of skilled talent able to fulfill the demands of leading-edge manufacturing technologies, further empowering local companies.

    The Executive Director oversees the operation and promotion of QCMIL, leads the research and development (R&D) efforts and coordinates related activities, grants, and contracts, cultivating a supportive environment that results in significant alliances with industry, government, and other relevant constituencies. Responsibilities include collaboration in QCMIL research efforts to identify potential DoD, NIST, NSF, SBIR/STTR or other sponsored project funding opportunities including local, regional or national advanced manufacturers and to prepare and submit high-quality research proposals to solicit grants.

    This position reports to the Director of the School of Engineering and Technology, who reports to the Dean of the College of Business and Technology. QCMIL personnel and staff report to the Executive Director.

    Requirements:

    REQUIRED QUALIFICATIONS:
    • Engineering and hands-on management experience with a master's degree in engineering or related fields (preferably a doctorate), and/or MBA.
    • Demonstrated ability to lead people and work in a fast-paced entrepreneurial environment, with 5 to 10 years related experience in a senior-level manufacturing and operations capacity.
    • Motivated, willingness to work a flexible schedule, demonstrated leadership skills and commitment to high professional ethical standards, collaboratively working with WIU faculty and students, and QCMIL advisory council.
    • Experience in grant writing and be able to solicit extramural funding.
    • The individual in this role will manage all major project efforts connected to and supported by QCMIL, will oversee and lead project timelines, deliverables, technical direction, budget, goals, and manage project needs with fiscal responsibility.

    PREFERRED QUALIFICATIONS:
    • Demonstrated experience with building industry partnerships in a multidisciplinary setting that lead to experiential learning opportunities for faculty and students and support the mission of the school, college and university.
    • Successful candidates should also possess a demonstrated record of funding proposal preparation and associated stewardship administration.

    Additionally, incumbent must effectively:
    • Oversee daily operations of QCMIL to meet schedules, standard procedures, records keeping and reporting requirements and model a commitment to safety and quality
    • Manage design and planning of experiments, tests, and laboratory sequences; lab testing systems, and presentation of lab data
    • Schedules, conducts and documents specialized formal tours of QCML to foster relationships for potential funded research. Schedules events and activities, such as advisory board meetings and large conference events
    • Oversees and coordinates QCML financial responsibilities, ordering supplies, vendor reimbursements, and vouchers
    • Lead, coach, and mentor QCMIL employees to new levels of skills, capabilities, and performance. Manage the overall direction, coordination, and evaluation
    • Facilitate innovation, educate the next generation of workers, and ensure leadership in manufacturing throughout Quad Cities and beyond, and serve as a research and development (R&D) resource

    For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body). Unless otherwise stated, the degree must be "in hand" at the time of appointment.
