  • Job Summary
    Reporting to the Corporate Director of HR this position is responsible for providing day-to-day management and administration of payroll functions across all business units in conjunction with Senior HR management and Corporate HR Manager. This position will be assigned to carry out responsibilities in one (or more) of the following functional areas: payroll, wage/salary administration, time keeping, 401k, Benefits, government reporting, policy implementation, employment law and compliance as it relates to payroll and benefits.

    The Benefit/Payroll Manager develops, implements, administers and maintain benefits programs, policies and procedures.  Ensure programs are equitable, meet employee needs, comply with legal requirements, and are cost effective.  Develops benefits communications and counsels employees on benefits related issues.  Evaluates existing benefits programs against peer organizations to determine competitive, trends and development.

    Payroll:

    • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
    • Ensures compliance and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
    • Prepares and maintains accurate records and reports of payroll transactions.
    • Ensure compliance with federal, state and local payroll, wage and hour laws and best practices.
    • Facilitates audits by providing records and documentation to auditors.
    • Identifies and recommends updates to payroll processing software, systems and procedures.
    • Responsible for ensuring all payroll regulatory filings are completed in line with statutory due dates, and stay current on regulations, benefits changes, and labor laws impacting the payroll process for all payroll tax jurisdictions. Manage employee globalization initiatives and ensure proper treatment of reportable benefits for tax equalized employees.
    • Process 401(k), garnishments, termination checks and special payroll requests
    • Work closely with external auditors to complete the annual company’s 401k audit, workers’ compensation audit and financial statements audit. Proactively prepare relevant management reports as needed.
    • Performs other duties as assigned.

    Human Resources:

    • Implement and manage on-going policies, programs, and procedures for payroll and benefits related initiatives.
    • Manage to ensure accuracy of benefits deductions, status changes, compensation and time/attendance related issues.
    • Lead and mentor others to ensure consistent application of all work rules and policies.
    • Manage annual open enrollment and implement new benefits programs
    • Review both short- and long-range cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs.
    • Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding.
    • Support training and educational needs of the hourly and salaried staff.
    • Support effective implementation of performance management, talent management, succession planning and other corporate HRIS/Talent programs effectively.
    • Support Recruiting team on all new employee onboarding, orientation, and training.
    • Prepare HR/Payroll reports.
    • Manage employee benefit enrollments, questions, or inquiries.
    • Reconcile benefits billings.
    • Assist with the Leave process.

    Requirements

    • Business proficiency in Payroll Systems (ADP Workforce Now).
    • Bachelor's degree from a regionally accredited four-year college or university and 5 year’s related experience and/or training, required.
    • Deep subject matter expertise in regulatory and compliance matters including but not limited to HIPAA, ACA/ PCORI, ERISA, Non-Discrimination Testing, 5500s, and related state/local laws.
    • Minimum of 5 years of progressive payroll experience with ADP. CPP preferred, but not required.
    • Strong knowledge of multi-state US payroll, with excellent understanding of California payroll laws and regulations
    • Expert in Microsoft Excel spreadsheets a MUST
    • Bilingual preferred
