    This position provides information system hardware, software, helpdesk, and network systems support to City employees and serves as part of a team that performs the installation and maintenance of networks, software, and information systems in support of police, fire, and information technology operations.

    The general working hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.

    Salary Information:
    Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).

    Benefits include:
    • Excellent medical, vision and dental benefit package for the employee and qualified family members with low monthly out-of-pocket cost.  Currently, the employee-paid premium is approx. $48/mo. for employee-only coverage up to a max of $137/mo. for family coverage.  
    • City-paid contribution to a VEBA Trust account for out-of-pocket healthcare expenses.  Currently, the annual contribution is $1,000 for employee-only and $2,000 for employee plus dependent(s).
    • Paid time off –
    • 10 paid holidays plus an additional 24 hours of "floating holiday" pay per year
    • 8 hours of sick leave per month
    • 8 hours of vacation leave per month, with progressive increases

      • City-paid contribution into pre-tax deferred compensation plan

    The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification.  Any of the following duties may be performed.  These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
    1. Install, deliver, set up, relocate, and ensure efficient and secure operation of new devices, peripherals, and associated applications, such as in-vehicle/apparatus hardware, software, and other technologies deployed in various physical environments with a high degree of attention to detail.
    2. Provides helpdesk ticket monitoring, routing, resolution, and support.
    3. Troubleshoot devices and peripheral hardware, software and network issues reported by users.
    4. Communicates effectively with other team members in a technologically sophisticated work environment committed to delivering outstanding customer service.
    5. Provides troubleshooting, configuration, and support for Active Directory, Microsoft 365, Group Policy management, and user authentication.
    6. Processes software and equipment purchases in coordination with central IT purchasing.
    7. Organizes, coordinates, and performs tasks of hardware and/or software implementation projects.
    8. Manages data backups and performs data restoration on request.
    9. Provides IT support and training to other employees.
    10. Maintains and creates documentation of procedures, processes, and details of work performed.
    11. Maintains an accurate technology inventory.
    12. Maintains effective expertise necessary to evaluate IT requirements and opportunities for improvements and makes appropriate recommendations.
    13. Maintains professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
    14. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
    15. Serves as a member of various City committees as assigned.
    16. Assists other staff in the performance of their duties as assigned.
    17. Maintains regular job attendance and adherence to working hours.
    18. Operates a motor vehicle safely and legally. 
    19. May provide training and orientation to newly assigned personnel.
    20. Performs other related duties as required/assigned.
    Works under the general supervision of the Information Technology Director or designee who reviews performance for effectiveness and conformance with established job standards, industry best practices, and policies and is available for consultation regarding prioritization of projects and final decisions on recommended solutions, costs, and purchases. Daily tasks are handled independently, assigned based on customer needs as determined by standards and best practices.

    Lead Work/Coordination of Work of Others
    This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position.Education and Experience:
    Associate’s degree in computer science or similar field with considerable course work in information technology systems administration and maintenance;
    OR
    Three years’ experience in the installation, maintenance, and troubleshooting of information technology systems.

    Special Requirements:
    1. Must successfully pass a comprehensive background investigation, including criminal history check, and integrity interview that establishes strong moral character. Any conduct that could compromise the integrity of the applicant; coworkers; the Police, Fire, or Information Technology departments; or the City of Albany will be closely evaluated.  Felony convictions and disqualifying criminal histories are not allowed.
    2. Possession of or ability to obtain Criminal Justice Information Services (CJIS) level 4 certification at time of hire.
    3. Possession of or ability to obtain Law Enforcement Data Systems (LEDS) certification within 60 days from date of hire.
    4. Possession of or ability to obtain High Voltage Environment (HVE) certification within one year from date of hire.
    5. Possession of or ability to obtain a valid Oregon driver's license.
    6. The individual shall not pose a direct threat to the health or safety of themselves or others.
     
    Knowledge, Skills, and Abilities: 
    General knowledge of:  working and troubleshooting techniques for Windows operating systems and applications (operations, installation, and administration), basic networking concepts and connectivity requirements, command line interface, computer and peripheral hardware, voice over (VoIP), electricity and safety precautions working around high voltage environments.

    Skill in: operation of a personal computer. 

    Ability to:  Analyze and evaluate data, formulate proposals, and implement computer system plans; organize and prioritize tasks and assignments; install and troubleshoot computer and network systems; work harmoniously with staff and the public; communicate effectively and tactfully , while working remotely and onsite, with staff, vendors, and the public through written documents, verbal communication, and electronic communication including telephone, email, messaging, and videoconference; with staff, vendors, and the public through written documents and, both in person and on the telephone; communicate technical and security related information to both technical and non-technical coworkers; interpret less expert workers’ descriptions of computer problems and make appropriate diagnosis; talk about technology in non-technical terms; read, interpret, and comprehend printed information of a highly technical nature; handle highly confidential information in a strictly professional manner; and present effective training programs in the use of computers, systems, and software programs; prepare, analyze, and express technical concepts effectively both verbally and in writing; work well with people from many different disciplines with varying degrees of technical experience; establish and maintain effective working relationships with employees, supervisors, City officials, and the public; meet project deadlines; exercise sound judgment in evaluating situations and in making recommendations. Ability to maintain a high degree of professionalism and sensitivity to confidential matters and to work effectively in a law enforcement environment with exposure to graphic, violent, or traumatic written, photographic, audio, or video material.

    WORK ENVIRONMENT
    In the performance of the job duties, the employee will be working in a flexible office environment under usual office working conditions. Work will be performed in offices, conference rooms, virtual offices (telecommuting), and public spaces. The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. 
     
    The employee may occasionally work in outside weather conditions, in City vehicles, and at land use development and construction sites.  The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions or airborne particles. The noise level is moderate to loud in the field.

    PHYSICAL DEMANDS
    The factors described herein are representative of, but not all-inclusive of, those that must be met by an individual to successfully perform the job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.     The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

    6. Fingering: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling, and tying and untying wiring.
    7. Grasping: sufficient to apply pressure to an object with the fingers and palm.
    8. Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand.
    9. Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. 
    10. Kneeling: sufficient to bend legs at knee to come to a rest on knee or knees. 
    11. Lifting: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. 
    12. Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
    13. Pulling: sufficient to use upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
    14. Pushing: sufficient to use upper extremities to press against something with steady force in order to thrust forward, downward or outward.
    15. Reaching: sufficient to extend hand(s) and arm(s) in any direction and reach into vehicle locations like engine compartments.
    16. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
    17. Speaking: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
    18. Standing: Particularly for sustained periods of time. 
    19. Stooping: sufficient to bend body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. 
    20. Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
    21. Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.
