  • GENERAL STATEMENT OF DUTIES: To perform organize, direct, supervise and coordinate the work of Program Management, Technical/Network Support, GIS, procurement of computer and telephone equipment, accessories, software and services as well as establish computer policies and computer operations within a medium or large department; and to do related work as required.
    SUPERVISION RECEIVED: Works under the administrative supervision of a superior with wide latitude for the exercise of independent judgement in the application of systems analysis and electronic data processing techniques; work is reviewed usually upon completion for results obtained and conformance with departmental policies, and pertinent laws and regulations.
    SUPERVISION EXERCISED: Plans, coordinates, directs and supervises the work of a professional, technical, and clerical staff engaged in systems analysis, programming, technical/network technicians, and electronic data programming procedures.

    To plan, organize, direct, supervise and coordinate the work of Program Management, Technical/Network Support, GIS, procurement of computer and telephone equipment, accessories, software and services as well as establish computer policies and computer operations within a medium or large department.
    To be responsible for the project management of department wide Information Technology (IT) project(s) by planning, monitoring, controlling and delivering project to completion.
    To be responsible for and coordinate the work of Program Management which entails database design, systems analysis and application programming; Technical/Network Support which involves network management, telecommunications management, troubleshooting hardware and software, maintaining Local Area Network (LAN) and Wide Area Network (WAN) with the department, GIS which involves the development, maintenance and implementation of new GIS technology and/or GIS applications, coordinate the process of user mapping, data and application requests for the Department of Transportation; procurement of computer equipment for anything pertaining or relating to computer hardware, software accessories and supplies for the department and ensuring all purchase are shipped and received thorough MIS.
    To determine whether new or improved information systems are required or desired; to define and select the system to be developed or modified; to make preliminary determination of user needs within the department and the objectives, constraints, basic resource requirements, cost/benefits and feasibility of the proposed system.
    To develop system requirements or general specifications by detailed analysis of the information needs of the prospective users including the study of the organization that will use the system, the system presently used, if any, and the input/output and processing requirements.
    To plan and develop an information system network that meets the specifications for source data, reports, files, etc.
    To coordinate with the Office of Library and Information Services, the development of computer programs to accomplish the objectives of the system.
    To work with the Office of Library and Information Services, with regards to acquiring any new hardware, testing and documenting the system, and training personnel in its operation.
    To monitor, evaluate and modify an established system in order to make desirable or necessary improvements.
    To be responsible for the installation of in-service and formal training programs to promote staff development.
    As required, to assist the director in the regulation of labor contracts with several bargaining unit(s) and other personnel matters.
    To do related work as required.

     

    KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the capabilities, programming techniques and intricacies of computer networks, the general purpose digital computer and peripheral equipment; a thorough knowledge of principles and methods of project management required to manage multiple IT projects; a thorough knowledge of the principles and methods required to resolve problems on intent, or feasibility of computer processing, a thorough knowledge of modern management principles and practices; the ability to apply such knowledge, principles, practices and methods; the ability to plan, organize, direct and supervise the work of a professional, technical and clerical staff engaged in the conversion of departmental procedures and problems to automatic data processing; the ability to communicate effectively with subordinates, superiors, and the department personnel; and related capacities and abilities.

    EDUCATION AND EXPERIENCE:

    Education: Such as may have been gained through: graduation from a college of recognized standing with a bachelor’s degree in public administration, business administration, mathematics, industrial engineering or a closely related field; and
    Experience: Such as may have been gained through: considerable employment in a highly responsible supervisory position in management information, systems design and programming.
    Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
     

    The State of Rhode Island has an exciting and challenging opportunity available within the Division of Enterprise Technology strategy Services for a Senior Client Architect Role. This role will be responsible to perform the ETSS endpoint systems configuration, (SCCM/Intune) activities, as well as identifying areas requiring recommend enhancement that would result in the implementation of positive change. This candidate must possess a proven track record of assisting clients in achieving their technology transformation objectives. This role demands an extensive understanding of endpoint management, configuration, compliance, and software deployment. Additionally, expertise in a range of technologies, including but not limited to SCCM, Intune, On-premises Policy Management (GPO), Cloud Policy Management, Conditional Access Policies, Defender for Endpoints, OS Deployment (OSD), Autopilot, Mobile Device Management, Configuration Management, Patch Management, Application Packaging, Scripting with PowerShell, PowerShell App Deployment Toolkit, Desired State Configuration, Patch My PC, and Custom Reporting, is essential. This role will report to the Enterprise Infrastructure Engineer, Client Architecture Manager. Further, this role will manage a small team of client technology engineers.

    Essential Job Responsibilities:
    •    Assist with the Endpoint Computing and Client Architecture Strategy
    •    Supervise Client technology staff.
    •    Project Manage and Execute implementation of new technologies. Implement enterprise service initiatives or new technology deployments.
    •    Perform assessment of current SCCM architecture with the intention of identifying issues related to design, health, and functionality.
    •    Work with the Client Architecture Manager to align with Cybersecurity strategy and understand shared responsibilities.
    •    Work with the Client Architecture Manager to support the Information Technology Security and Risk Program Management Plan by ensuring the execution of Enterprise Security Control Compliance including endpoint vulnerability scanning and patch management.
    •    Assist in designing, Planning, and Implementing a Unified Endpoint Management solutions.
    •    Plan, implement, and continuously assess endpoint configuration standards.
    •    Assist with documentation across Endpoint Management infrastructure and architecture.  
    •    Develop metrics and reports to support endpoint computing management and asset management activities.
    •    Lead the delivery of training to the primary users of EM who will be deploying patches and applications on the configuration, deployment, and troubleshooting processes.
    •    Analyze current Operating System Deployment methods and recommend improvement to the current process.
    •    Collaborate with clients to thoroughly comprehend their technology needs and craft tailored endpoint management solutions.
    •    Lead and execute technology transformation projects with an unwavering focus on the successful implementation of device management, configuration, and software deployment strategies.
    •    Assess and fortify client security postures through the utilization of technologies such as On-premises Policy Management (GPO), Cloud Policy Management, Conditional Access Policies, and Defender for Endpoints.
    •    Manage Mobile Device Management (MDM) solutions and ensure strict adherence to configuration and compliance standards.
    •    Oversee Configuration Management to standardize and automate configuration changes.
    •    Maintain and enhance Patch Management processes to guarantee that systems are up to date and shielded from vulnerabilities.
    •    Efficiently package and deploy applications in alignment with client requirements.
    •    Employ scripting with PowerShell, PowerShell App Deployment Toolkit, and Desired State Configuration for automation and system customization.
    •    Implement and manage Patch My PC for software update and third-party application management.
    •    Develop custom reporting solutions to provide clients with comprehensive insights into their endpoint management infrastructure.
    •    Providing a high quality, secure, and resilient infrastructure that supports the customer's business needs.
    •    Supporting cyber vulnerabilities, including comprehensive assessment and/or evaluation of information system policies, technical/non-technical security components, documentation, supplemental safeguards, policies, and vulnerabilities.
    •    Assessment of new Operating Systems against CIS Benchmark, working with AD team to creating, modifying, and maintaining Windows Group Policy Objects (GPOs) for the enterprise based on assessment.
    •    Recognizing and recommending new or emerging technology or software to satisfy functional requirements and processes.
    •    Providing highly technical and/or specialized guidance concerning automation solutions to complex information processing problems related to the subject field.
    •    Performing quality control check planning, integration, validation of field deployment via applications, patches, security updates, and other customer deployments.
    •    Drive definition, implementation and enforcement of systems administration operational processes, procedures, process maps, architectural and system standards, policies, and associated documentation.
    •    Research, identify, and drive the implementation of innovative approaches to system administration tasks with a focus on automation, error reduction and service improvement.
    •    Maintain skill set to provide 3rd line technical support experience to all endpoints.

    Preferred Requirements:
    •    Bachelor's Degree or equivalent experience
    •    Demonstrated knowledge and technical proficiency managing an Endpoint Management solution and Client Architecture Team. Competency to oversee multiple staff and simultaneous projects and services.
    •    Encouragement and motivation of staff to complete common organizational goals
    •    Ability to execute and deploy IT initiatives end to end. Ensure that projects are aligned with the overall objectives of the State
    •    Knowledge of directory services, email services and end point management solutions
    •    7 years working with SCCM or other endpoint management solution as a technical lead. Solid grasp of standard client/server, Networking and Internet fundamentals System Center Configuration Manager 2007/2012/Current Branch Infrastructure Design Experience in a medium to large environment (professional certifications a plus)
    •    Troubleshoot all aspects of the Endpoint Management solutions effectively and understand the product flow encompassing software distribution, patch management, operating system deployment and logging in detail
    •    Experience designing, deploying, managing, and configuring virtual and physical workstation environments using Windows 10.
    •    Experience with enterprise desktop deployments and management, including application package development and enterprise system refreshes.
    •    Ability to create and manage profiles, manage apps and create compliance rules using an MDM platform (Intune/SCCM).
    •    Ability to create, troubleshoot and run Powershell scripts as it pertains to endpoint management.
    •    Ability to manage iOS/iPadOS and Android within Intune.
    •    Knowledge of and experience with Azure, Office 365 Administration, and client applications (certifications a plus)
    •    Experience Supporting Data Encryption on Endpoints (BitLocker, McAfee or similar products).
    •    Ability to communicate moderately difficult technical matters to internal customers and IT Leadership.
    •    Experience administering an Active Directory environment (certification a plus)
    •    Scripting and Report Writing Personal Attributes Excellent written and oral communication skills.
