Basic Function
Under supervision of the Information Systems Assistant Manager – Network and Systems Administrator, performs hardware and software installation, compatibility, maintenance, and support for Windows based workstations, server/client based networked computer systems, networked devices, mobile computing devices, phones and appurtenances for all system users.
Distinguishing CharacteristicsTechnical Specialist

Specialized in the daily operations of information systems and can accomplish most routine tasks with minimal direction or supervision.
Senior Specialist
More technically advanced and may serve in a lead capacity in their specific area of expertise or in other interdepartmental specialties as assigned or directed.

Ensure user problems involving hardware and/or software support are managed and resolved promptly, including presenting informal end-user training that enhances the ability to utilize computer equipment, software, phone systems, and other supported devices.
Install, troubleshoot, and update the City’s networked workstations, servers, and network equipment in all work locations, including internal components and peripherals.
Serve as a technician for the City’s municipal fiber network; phone network comprised of analog lines, PRI, fax, VOIP, and other devices; install, configure, and maintain all City network servers, including the City’s storage, web, DNS, email, VPN, database and other servers.
Serve as backup for other Information Systems staff in a mutually supportive teamwork environment.
Technical Specialist
In addition to duties outlined above:
Provide primary responsibility for all inventory tasks, including purchasing, inventorying, and disposing obsolete equipment out of service and record asset disposal using established systems and records of fixed assets for the computer/network inventory.
Assist with hardware and software installation, compatibility, maintenance, and support for Windows-based workstations, server/client-based networked computer systems, networked devices, mobile computing devices, phones, and all system users.
Assist with software support as directed, including support with complex, full-scale software installations, demonstrating, and assisting users of various levels of computer skills in the operation of a wide variety of new and existing software.
Specialist
In addition to duties outlined above:
Provide hardware and software support by completing complex, full-scale software installations, demonstrating, and assisting users of various levels of computer skills in the operation of a wide variety of new and existing software.
Install, configure and maintain all City LAN network devices including, but not limited to, servers, workstations, routers, switches, firewalls, print servers, wireless access points, wireless microwave radios, pagers, modems, fiber optic cabling, copper cabling, and related devices.
Senior Specialist

Serve as the primary systems specialist for an area of expertise, such as fiber, phone, LAN, network, etc.

Education and ExperienceTechnical Specialist
Graduation from high school or GED and minimum one-year experience in information systems tech support or related field.
Specialist
Associates degree in computer science, MIS, or related field with specialized coursework in networking and management information systems, associated hardware and software and three years experience in information systems support; or an equivalent combination of education, experience and/or certifications that will provide the necessary knowledge, skills, and abilities to be successful in performing the essential functions of the position.
Senior Specialist
Bachelor degree in computer science, MIS or related field with specialized coursework in networking and management information systems, associated hardware and software and five (5) years of experience at City of Moscow Specialist level or equivalent professional experience; or an equivalent combination of education, experience and/or certifications that will provide the necessary knowledge, skills, and abilities to be successful in performing the essential functions of the position.
