    Duties

    • You will serve as a Telecommunications Manager in Command Staff Functions (N00) at Naval Computer and Telecommunications Station Hampton Roads Detachment Cutler, Maine.
    • You will serve as the Activity Head (Technical Director) and be responsible for oversight of all operations, maintenance and administration of the site and its workforce.
    • You will direct and manage the civilian workforce that supports the operations and maintenance of the transmission Deck and the power plant, either directly, or through subordinate superiors.
    • You will issue plans, provide instructions, prioritize tasks, and determine staffing levels for work completion.
    • You will ensure compliance with program requirements, perform site inspections, identify discrepancies, and take remedial action to ensure compliance.
    • You will schedule and execute communications drills in conformance with Command, Control, Communications, Computers and Intelligence exercises, regulations, and instructions.
    • You will consult with engineers, contractors, and program officials to troubleshoot configuration or system design inadequacies/ problems/ issues impacting site operations and maintenance.
    • You will perform technical research and analysis, draft and evaluate design objectives, perform technical calculations, and identify the most cost efficient procedure for project performance.
    • You will oversee supply accounts, publication control, and civilian time and attendance.

    Qualifications

    Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

    -Experience managing a workforce within allowable budget, staffing levels, and policies established by higher management.
    -Experience providing technical direction to various telecommunications systems, emergency power generation systems and broadcast services.
    -Experience managing resources including personnel, funding, facilities and equipment.
    -Experience modifying guidelines and procedures, and implementing new ones with direction from higher authority.
    -Experience utilizing risk management processes for assessing or mitigating risk.

    This position is within the Work Category SUPERVISION AND MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-0391-13.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
