    Duties

    This position is located under the Office of Science and Technology (OST), IT Services Management Division, Radio Services Branch in Scottsdale, Arizona.

    The primary purpose of this position is to develop, acquire and support the deployment of an integrated Information Technology (IT) infrastructure across ATF and one that shares information across federal, state and local governments.

    As a Telecommunications Specialist, GS-0391-12/13, your typical work assignments may include:

    GS-12:
    Functions as a technical authority in telecommunications services, maintaining the overall design and technical monitoring.
    Manages the Land Mobile Radio (LMR) systems, provides administrative support for the voice and data circuits and performs technical and monitoring maintenance and services.
    Investigates and analyzes a variety of unusual telecommunications problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems or establishing criteria in an assigned area of specialization (e.g., establishing: telecommunications operating instructions for wide area radio networks in a number of different locations), or evaluating the effectiveness of existing voice, data, and/or video systems.
    Makes recommendations and implements new systems or modifications to existing systems
    Oversees and monitors the onsite work provided by third party contractors and vendors for the installation of telecommunication services and/or LMR equipment.

    GS-13:
    Provides on-site communications support within their assigned field division(s) and applies new concepts and methods to communications problems where accepted methods are not effective.
    Develops and implements comprehensive plans, policies and objectives, and provides technical advice to integrate the Bureau's telecommunications systems with operational requirements and to apply evolving technology.
    Coordinates and negotiates with their manager on projected telecommunications systems, current and planned communications capabilities, compatibility and interoperability issues, costs and benefits, joint agency efforts and other critical areas.
    Serves as a Bureau representative within their assigned field division(s) for interagency groups, such as, Department of Justice (DOJ) Integrated Wireless Network (IWN), DOJ 25 Cities Project, etc., to formulate telecommunications program guidance for different operating environments, evaluate new and experimental technology, and develop interoperability techniques for law enforcement communications initiatives.
    Identifies technical issues with radio communications experienced by users throughout the Bureau, and designs modifications and enhancements to improve the effectiveness of communications systems.

    MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau.     Qualifications

    Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

    To qualify for the GS-12, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11. Specialized experience for the position includes:

    Planning organizing and conducting studies and forecasts to establish telecommunications systems requirements.
    Assisting in the implementation of nationwide long-term projects.
    Evaluating proposed telecommunications systems and changes to existing systems.
    Providing on/scene/deployable communications support within the geographical boundaries of their assigned field divisions.
    Conducting a variety of technical projects on multi-agency working groups to develop interoperability standards and techniques.
    To qualify for the GS-13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12. Specialized experience for the position includes:
    Functioning as a technical authority in telecommunications services, maintaining the overall design and technical monitoring.
    Providing administrative support for the voice and data circuits.
