GENERAL DESCRIPTION
The Telecommunications Systems Analyst 1 will serve as a team lead for the telecommunications team at the
Department of Health. Working closely with the project manager, will assist with the planning and provision of
telecommunication systems as needed to support the operational needs of the Department.
This position will be responsible for assisting with the planning and co-ordination required to consolidate
telecommunication technologies, mobile, Voice Over Internet Protocol (VoIP), Amazon Connect, Automatic Call
Distribution (ACD) and call management systems such as auto attendants, coverage paths and other systems used to
support the day-to-day operations of the department. Creates, and assists in the standardization of best practices for the
deployment, maintenance, and support of telecommunication services. Coordinates between required network, deskside
and other IT disciplines in support of Voice Over Internet Protocol (VoIP) and telephony systems. Works closely with
facilities to ensure emergency management (fire alarm, alarm, and elevator emergencies. Responsible for all technology
and connectivity involving telecommunications and data networks. Familiar with audio/visual, teleconferencing, and
voice mail equipment.
Preference will be given to candidates with working knowledge in utilizing the following:
Avaya system manager setups.
Configuration of a VoIP phone.
Familiar with data networks and the assigning of IP addresses to network devices.
Dynamic Host Configuration Protocol (DHCP) operation, and testing of data connections.
System communicator (programming of voice mail).
Amazon Web Services (AWS) Connect services.
Installation of Analog Plain Old Telephone Services (POTS) lines.
Air watch and cellular device management.
This position may be eligible to participate in the Department's pilot telework program, which offers eligible employees
the opportunity to work remotely for up to two (2) days per week, as approved by management.
REQUIREMENTS (EDUCATION / EXPERIENCE / LICENSES)
EDUCATION: Graduation from an accredited college with a Bachelor's degree.
EXPERIENCE: Five (5) years of experience in either a corporate structure or a government agency involving the
planning, acquisition, installation and/or implementation of telecommunications facilities and services such as private
network
services, voice and data transmissions, computerized and electro-mechanical switching.
NOTE: Applicants who do not possess the required education may substitute
experience as indicated above on a year-for-year basis.
NOTE: A Master's degree in Computer Science, Data Processing, Engineering or Business Administration may be
substituted for one (1) year of the above experience.
LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle,
rather than employee mobility, is necessary to perform the essential duties of the position.
