This position is in the District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA). The mission of HSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. This position is an organizational element within the Technology Bureau of HSEMA. This program manager position leads the implementation and maintenance of projects and programs to advance the agencies mission-critical telecommunication (Satellite, POTs/VOIP, LTE, Data), public safety radios, and associated equipment/software systems. In addition to program development, the incumbent shall develop adequate systems training and policy, as well as evaluate industry standards.
Duties and Responsibilities
Possess a comprehensive understanding of foundational emergency management principles, particularly in the context of telecommunications and public safety radio communication systems within an Emergency Management Agency (EMA) setting. This includes a strong grasp of interoperability and system resilience. Demonstrate proficiency in various competencies such as planning, problem-solving, critical thinking, technical writing, and communication skills.
Knowledgeable about developing program policies concerning telecommunication and radio systems, creating training programs for system usage and procedures, overseeing telecommunications and radio operations personnel, evaluating and maintaining systems according to industry standards, managing agency EAS/WEA alerting programs, overseeing satellite systems (voice/data) and POTS/VOIP telephone systems, managing agency radio systems at the local, state, and federal levels, overseeing LTE data programs, contributing to AUXCOM program development and maintenance, understanding technology systems, interoperability, P.A.C.E concepts, NIMS ICS, and Incident Management Team concepts. Collaborate with partner agencies to enhance resilience, work with the Statewide Interoperability Coordinator (SWIC) to align best practices, actively participate in district/regional committees and programs, and have the ability to become COML, COMT, ITSL certified.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
A college degree in political or social science, homeland security, public administration, computer science, or any related field desired. A minimum of four (4) years of experience working in a related field is desired.
Licensures and Certifications requirements
Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.
Work Conditions/Environment
The incumbent will generally work in office settings with local travel. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters. Work Posture – Flexibility of hybrid work plan (if, applicable). Work is performed in a location – office, home, or client site – most conducive to the assigned task and most effective in meeting goals and objectives for the position.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
