    Purpose and Summary

    A Dispatcher uses a computer-aided dispatch system and receives emergency calls from the public requesting police, fire, medical or other emergency services.

    A Dispatcher determines the nature and location of the emergency, determines priorities and dispatches police, fire, ambulance or other emergency units as necessary and in accordance with established procedures.

    A Dispatcher receives and processes 911 emergency calls and administrative calls, maintains contact with all units on assignment and maintains status and location of police and EMS units.

    A Dispatcher answers non-emergency calls for assistance.

    A Dispatcher enters, updates and retrieves information from a variety of computer systems.

    A Dispatcher receives requests for information regarding vehicle registration, driving records and warrants and provides pertinent data.

    A Dispatcher monitors several complex public safety radio frequencies and operates a variety of communications equipment, including radio consoles, telephones and computer systems.

    Essential DutiesA Dispatcher must be familiar with all agencies working in conjunction with the countywidetelecommunications and information systems and have a working knowledge of the County & geography and roadway system.

    System users include county law enforcement agencies, fire departments, emergency medical services, the Wisconsin State Patrol, the WI DNR and town constables, as applicable.

    A dispatcher will be required to be CPR and EMD certified.

    A Dispatcher must develop a working knowledge of the County 800 MHz Radio System and protocols. The Dispatcher must have a working knowledge of the "10" code system and must, when necessary, record radio transactions on a computerized radio log.

    High-speed pursuits require constant communications with pursuit vehicles. These are emergency transactions and shall be supervised directly by the Patrol Shift Supervisor.

    A Dispatcher is required to operate and monitor multiple computer terminals and various software programs simultaneously.

    Functions available and performed through these computers are : two-way communications with the Wisconsin TIME (Transaction Information Management for Enforcement) System, two-way communications with National Crime Information Center (NCIC), inter-departmental communications with other law enforcement agencies and inquiry's from Sheriff's Department local computer files and two-way communications with the Sheboygan Police Department for transferring cellular 911 calls within the city.

    A Dispatcher must have the ability to recognize and act upon the re-bid feature of Phase I and Phase II wireless calls in the 911 system.

    Dispatchers are responsible for all TIME / NCIC and CIB (Crime Information Bureau) queries, entries and hit confirmations, as well as validations of warrants, missing persons, property and vehicles.

    It is the Dispatcher's responsibility to comply with the TIME / NCIC and CIB policies and operational procedures as stated in these manuals.

    Dispatchers must ensure that any entry / access to computerized law enforcement information be restricted to authorized law enforcement agencies and for law enforcement purposes only.

    Dispatchers must keep orderly records and logs, as required by law and Department policy, to ensure an efficient 24 hour / 7 day per week operation and to maintain a neat appearance of the Communication Center at all times.

    Dispatchers must continually strive to obtain 100% accuracy in entering information into the TIME, NCIC and CIB systems.

    Any other duties ordered by the Sheriff or his / her designee.Qualifications

    High school diploma or equivalent. Self-motivated with the ability to effectively, efficiently and entirely complete assignments with minimal supervision.

    Ability to communicate effectively in both oral and written communications.

    Ability to work independently or as part of a team.

    Ability to be supervised.

    Ability to function in stressful situations.
