Picatinny Arsenal (PICA) is a joint service armament research and development center. It provides virtually all of the lethal mechanisms used in Army weapon systems and those of the other military services. PICA is a Department of Defense (DoD) Joint Center of Excellence for Guns and Ammunition providing life cycle research, development, and acquisition support to each of our nation's military services. This includes production, field engineering support, and demilitarization of munitions, weapons, fire control and assigned items. PICA is home to a number of tenant organizations including the Joint Program Executive Office for Armaments and Ammunition (JPEO A&A), US Army Combat Capabilities Development Command-Armaments Center (DEVCOM-AC), Development and Engineering Center, Joint Munitions and Lethality Life Cycle Management Command, IMCOM, and a number of smaller organizations most of which are involved in the materiel acquisition field. Currently, design, development and engineering support are the principal functions performed at Picatinny. Production is limited to fabricating and manufacturing small quantity prototypes for testing and procurement. As a part of the development and testing process, the installation stores various types of ammunition and explosives in specially designed bunkers. The storage of ammunition and explosives creates safety and security risks that limit access and restrict use of certain parts of the land base.
