See attached Manager/Technical Salary Schedule for full range of pay.) https://www.hsd2.org/our-district/financial-transparency Job Summary: The manager position serves two primary purposes: program evaluation and grant writing. The program evaluation responsibilities include evaluating and researching the effectiveness and efficacy of school and District instructional programs, processes and products to support student success. This position will determine objectives for the program evaluation process, improve program alignment to District mission, District core beliefs, and District goals, determine target outcomes to measure in the evaluation, develop clear, attainable outcomes and goals, analyze relevant data, summarize findings; and communicate findings to stakeholders. The grant writing responsibilities for researching, identifying, writing, analyzing recommending, and securing applicable public or private funding opportunities. Essential Duties and Responsibilities: Set goals for the program evaluation process and design, implement, manage, and monitor an actionable, coherent internal program evaluation system that promotes the District vision, mission, goals and core values; design and maintain Program Evaluation Library (digital and physical materials). Establish criteria for prioritizing program evaluations based on relevance to District mission, District core beliefs, and District goals in alignment with local, state and federal policies. Create a list of major programs and initiatives already implemented; categorize programs and initiatives based on target outcomes, served population and/or focus areas; provide recommendations for programs evaluations that strongly align to District mission, District core beliefs, and District goals, reach large populations, and/or are resource intensive. Review and evaluate educational trends to research findings; summarize professional literature on educational research and report to appropriate staff members on findings related to Curriculum and Data department priorities and the District mission, District core beliefs, and District goals. Assist District leadership during the implementation of the action plan to improve program functionality or replace ineffective programming; Ensures the alignment of program evaluation methods with content standards. Identify key stakeholders (District leadership, instructional coordinators, building leadership, and teachers) and promote buy-in to support planning and conducting all aspects of the evaluation. Lead a team to determine outcomes and indicators to measure in the evaluation and create logic models for the evaluation. Develop a timeline to complete evaluation, include checkpoints to collect formative data. Design multiple data collection instruments (surveys, interviews, focus groups and systematic observations), coordinate with District leadership instrument use, and coordinate with data analysts to collect, code, interpret and synthesize the data. Identify, use and analyze appropriate data to determine outcomes resulting from the program or initiative, based on the strengths and challenges of the District. Develop findings based on analyzed data and communicate findings to program administrators and school and District leadership. Write a thorough program evaluation report that includes an action plan based on program evaluation findings. Create presentations and data visualization to the School Board, superintendent, and/or members of the leadership team, as appropriate. Develop and manage a grant tracking system to ensure timely submission and compliance; Manage the grant writing process from inception to submission; design and maintain commonly used key demographic data library. Identify various sources of grant funding and develop written synopsis of grant opportunities; Seek community support to sustain existing resources and identify additional resources, as needed. Collaborate with District leadership, instructional coordinators, subject matter experts, building leadership, and teachers to develop and write effective grant proposals that include compelling narratives to ensure technical responsiveness and adherence to scoring criteria. Analyze grant applications to evaluate eligibility. Review, edit and evaluate grant proposals to ensure accuracy, completeness, and format in accordance with grant requirements, and compliance with District and state policies and regulations. Network with program evaluation and grant professionals (e.g., CDE, AEA, COEN) to discuss trends and best practices. Perform other duties as assigned. Qualifications: Bachelors’ degree from an accredited college or university. Master’s degree preferred; or Bachelors’ degree with the equivalent in relevant work experience in program evaluation and grant writing.   Minimum of three years of successful experience working in data collection, management, and reporting, preferably in an educational assessment/testing office. Experience reviewing grants at the state or national level, preferred.   Valid Principal/Administrator licensure, preferred. Proficient oral and written communication, interpersonal relations, math, customer service, public relations, critical thinking, problem solving, project management, office management, and organizational skills with ability to prioritize tasks. English language skills. Intermediate personal computer, keyboarding, and word processing skills. Knowledge of educational programs within the District. Proficiency knowledge of and experience with MS Word, MS Excel, Infinite Campus, information systems, and databases. Ability to manage confidentiality in all aspects of job. Ability to manage multiple tasks with frequent interruptions and multiple priorities. Ability to promote and follow Board of Education, Superintendent, building, and department policies and procedures. Ability to communicate, interact, and work effectively and cooperatively with people from diverse ethnic and educational backgrounds. Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator. Ability to work within team structure to meet deadlines while ensuring accuracy and completeness of projects.  Valid Colorado driver’s license. Criminal background check and District fingerprinting required. Note: Each college transcript shall be authentic, original or photocopy, bearing the embossed seal of the institution, the signature of the registrar, and including descriptive titles, course numbers, credits, and grades for each course listed and degrees earned, if any.
