Technical Training Manager leads the design and delivery of technical training programs. Determines training objectives by conducting analysis of overall needs and specific skill or knowledge gaps. Being a Technical Training Manager manages the development of training programs and materials including outlines, text, handouts, hands on exercises, and training evaluations. Establishes processes to monitor results and collect feedback on training instructors to determine effectiveness and identify areas for improvement. Additionally, Technical Training Manager assesses and manages any contractors utilized to deliver specialized training. May manage IT, product, or equipment training depending on the industry and setting. Requires a bachelor's degree. Typically reports to an director. The Technical Training Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Technical Training Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Summary:
The Data Communications Technical Service Manager is responsible for assuring that all Data Communications processes are conducted in a manner consistent with Energy Transfer Policies, Standard Operating Procedures, Best Practices, and Federal and State Regulations and Guidelines.
Essential Duties and Responsibilities:
Responsible for maintaining a Safe working environment.
Work independently with minimal supervision.
Manages Tower Leases for their area of responsibility.
Works with his/her peers and leadership:
· to develop and maintain Standard Operating Procedures (SOP’s) and Best Practices (BP’s) to insure proper operational and regulatory compliance of our ET Data Communications systems.
· to develop and maintain metrics for the operational and regulatory compliance of our ET Data Communications systems.
· on M&A projects.
Works with his/her team:
· to complete and follow all safety training, procedures, and policies.
· to provide Data Communications Technical Services to Measurement and other Energy Transfer teams.
· to provide training to the responsible and accountable personnel on their obligations as related to our FCC, FAA, EPA Compliance requirements.
· to validate and work with the responsible and accountable personnel any applicable FCC,FAA, and EPA regulations that are not being completed in a timely manner.
· to provide Engineering assistance for Data Communications processes.
· to provide Project Management assistance for Data Communications projects.
· to provide budgeting assistance/information to Measurement Managers for both O&M and Capital projects.
Works with IT and Cybersecurity teams on:
· TSA issues and process
· Telecom Management (Operational and Expense)
· Projects, Both OT and IT
Required Skills:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
· Knowledge of applicable FCC, FAA, TSA, OSHA, NEPA, NEC, ANSI/-TIA/EIA requirements, and procedures.
· Excellent written and verbal communication skills.
· Good Leadership Skills – Both Local and Remote employees.
· High school diploma or general equivalency.
· Must possess excellent math skills.
· 8 year’s industry related GAS measurement experience, Liquid, Crude and/or NGL.
· PC skills including proficiency with Microsoft Word, Access, and Excel
