    Provide reference and research assistance to library customer; analyzes non-technical user requirements or requirements of limited technical complexity through customer interviews or written requests.

    Perform original or modified descriptive cataloging in machine-readable cataloging format.

    Participate in collection management and evaluation for the library by developing factual data, such as usage statistics for certain journals or books, frequently asked reference questions, or descriptions of problems with particular software.

    Develop and implement long range automation plans for the library within the parameters defined by the supervisor; set up hardware, load software, and train staff in use of new equipment.

    Assist the senior librarian in publicity and marketing of library services. Manages assigned marketing programs including basic outreach, publicity programs, and special events.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 1410 series.

    Basic Requirements for GS-1410 Librarian Series:

    A. Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.

    B. A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.

    IN ADDITION TO THE BASIC REQUIREMENTS ABOVE, YOU MUST MEET ONE OF THE FOLLOWING REQUIREMENTS:

    One year of specialized experience equivalent to the GS-07 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Librarian. Specialized experience is experience which may have been gained while performing various duties with professional knowledge of the theories, principles, and techniques of librarianship, library and agency information policies, regulations, and operating procedures, cataloging rules and formats, authority lists, subject heading lists, professional and technical literature, accreditation standards, and federal contracting regulations.

    EDUCATION: Two full years of progressively higher-level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional knowledge of the theories, principles, and techniques of librarianship to perform the professional duties of the position.

    2. Knowledge of the principles and concepts underlying the organization and management of information resources and the role each specialized function plays to create a whole library or information center.

    3. Knowledge of on-line database searching and research techniques and capabilities of post-processing to meet user requirements.

    4. Knowledge of information retrieval technology particularly as it relates to end-user (i.e., acquisitions, serials control, cataloging, and optical disk storage of documents) to evaluate software for library applications and to recognize probable conflicts.

    5. Knowledge of standard methods, techniques, concepts, and principles to perform independent assignments in classifying and cataloging information without significant deviation from established methods and precedents.

    6. Ability to communicate both orally and in writing.

    PHYSICAL DEMANDS: The work requires some physical exertion such as long periods of standing; or recurring activities such as bending, crouching, stooping, stretching, reaching; or recurring lifting of moderately heavy items such as boxes of books or journals.

    WORK ENVIRONMENT: Work involves everyday risks or discomforts typically associated with libraries, offices, meeting and training rooms. Work areas are adequately heated, lighted, and ventilated.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
