    Major Duties and Responsibilities:

    NCTC's Directorate of Intelligence (DI) is seeking a full-performance publications officer to perform editorial tasks related to publishing articles and multimedia products, including all-source analytic products such as the Terrorism Intelligence Brief (TIB) and NCTC CURRENT.

    This officer will serve as a copy editor on a team of interagency and contract technical editors.

    They will be expected to:

    Perform the editorial review, formatting, layout, and publishing of daily and periodic products of a technical or general nature while adhering to established technical production and quality control standards and guidelines.

    Edit, create, process, and coordinate the composition of complex text and graphics products for audiences such as the National Security Council, Office of the Director of National Intelligence (ODNI), the Intelligence Community (IC), and law enforcement organizations.

    Serve as an editorial resource for NCTC, including by helping to develop style guides for the Center's written products.

    Apply knowledge of corporate writing standards, grammar, punctuation, and substantive matters to identify and resolve editorial issues in complex text and graphics.

    Help to plan, define, and manage complex publication projects.

    Work with management to develop production timelines that ensure the delivery of high-quality products on or before the deadline.

    When necessary, efficiently manage multiple projects concurrently.

    Clearly and accurately communicate feedback to senior and working-level customers.

    Work with customers to define their requirements, negotiate production deadlines, and resolve procedural and production problems.

    Produce and disseminate finished products via hardcopy and/or electronic means and archive digital files after delivery of products; analyze, verify, and manipulate data to maintain unit's databases.

    Opportunities are available to work nontraditional hours when fully trained.

    • Must be a U.S. Citizen residing in the United States
    • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
    • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Thorough understanding of publishing principles and practices as well as thorough knowledge of sound principles of publication design; ability to manage multiple and increasingly complex publication projects.

    Demonstrated editorial and grammatical acumen, as well as a thorough understanding of corporate writing standards and IC classification regulations.

    Experience with publishing products in hardcopy and electronic formats.

    Ability to perform research, solve problems creatively, and apply analytical thinking skills to identify and develop effective solutions to complex editorial and publishing problems.

    Ability to use desktop publishing applications.

    Communication skills, with emphasis on writing logically, clearly, and concisely.

    Ability to work effectively and efficiently in a diverse, creative, and fast-paced team environment and to efficiently manage time.

    Interpersonal and negotiation skills to interact effectively with customers, senior management, technical staff, and project team members.

    At least three years of professional experience as a publications officer or in a multimedia-related field at a national agency, federal law enforcement organization, service component, or combatant command.

    Desired Requirements:

    Extensive knowledge of document formatting, IC intranet networks, page layout and design, and publication styles.

    Thorough understanding of ODNI mission and structure, as well as of policy and guidance pertaining to the handling and posting of ODNI data on ODNI, IC, and public networks.

    A bachelor's degree in English, Communications, Journalism or a related field.

    Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
